On the pages that follow, you will find the Judiciary’s Annual Report for 2010. It is worth pointing out that throughout 2010, the courts progressed into a new era of leadership. Just three months after I took office as Chief Justice in July 2009, Alice B. Gibney became Presiding Justice of the Superior Court, followed in 2010 by the appointments of Jeanne E. LaFazia as Chief Judge of the District Court and Haiganush R. Bedrosian as Chief Judge of the Family Court, respectively. It was only in 2008 that William R. This year’s accomplishments and highlights included updating our technology, streamlining caseloads, refurbishment of our infrastructure, and education and public outreach. Our dedicated employees have continued to perform admirably despite budgetary and personnel cuts. We have maintained our quality of services throughout our courts. Although we may have delayed projects, restricted spending, and held positions open, the right to justice has not been compromised. We will continue to ensure that our services to the public are of the highest level of quality despite the current fiscal crisis.

Despite the fiscal crisis and personnel shortage we experienced, the Judiciary was successful in maintaining a level of excellence. This year's accomplishments included improved security at our courthouses, expanded mediation programs, creation of a specialized alcohol calendar, upgrading our technology, increasing our outreach programs, repair and infrastructure upgrades in our buildings, and the introduction of document imaging.

The year 2006 brought the final decommissioning of the Wang computer system with the conversion of the remaining three departments in the Judiciary. In its second full year of operation in 2006, our court interpreter program doubled its caseload, assisting 6,150 people in our courts. We have been able to expand this service beyond Providence by assigning a full-time interpreter to Kent County.

As I near the completion of my first year as State Court Administrator, it is with both pleasure and pride that, pursuant to G.L. 1956 (1997 Reenactment) § 8-15-7,1 submit the 2003 Annual Report on the Rhode Island Judiciary.

In twelve short months, we have accomplished a great deal. We have continued promoting the use of mediation and arbitration in appellate cases through the development of the Appellate Mediation Program. We have continued enhancing our jury system by providing free parking for those citizens called to jury service.
