Regulating Harm: Tensions Between Data Privacy And Data Transparency, Kaitlyn Filip, Kat Albrecht
CJC Publications
In an era of massive digital data growth, data storage and dissemination has posed complex new problems for privacy regulations across agencies and institutions on a global scale. Laws about data privacy vary substantially by country, by state, and by industry. In formulating these policies, there exists a fundamental tension between a desire for data privacy and one for data transparency. This tension becomes particularly acute as new digital tools and access technologies have made these records more accessible and connectable than ever before. This tension is borne out in the enactment of law. Three states – California, Colorado, and …

A worm is a malicious agent that propagates across networks of devices creating negative impacts on the devices it is able to reach and infect. Currently, there is very limited information in cybersecurity research regarding worm behavior across real networks of devices, particularly in large scale networks (e.g. campus networks, office networks, IoT etc.). This paper positions an experimental testbed that can be used for studying worm behaviors in large scale networks. In particular, this research aims to setup an infrastructure to empirically study worm generation, propagation, attacks, policies and antidote (intervention) mechanisms through a unified experimental testbed. As a …

This paper examines problem drinking, alcohol-related violence, and homelessness among youth living in the slums of Kampala—an understudied population at high-risk for both alcohol use and violence. This study is based on a cross-sectional survey conducted in 2014 with youth living in the slums and streets of Kampala, Uganda (n = 1134), who were attending Uganda Youth Development Link drop-in centers. The analyses for this paper were restricted to youth who reported current alcohol consumption (n = 346). Problem drinking patterns were assessed among youth involved in alcohol-related violence. Mediation analyses were conducted to examine the impact of homelessness on …

Julia’S Nuptials: Free, Freed, And Slave Marriage In Late Fifth Century Roman Law, Hannah Basta, Cam Grey
DISCOVERY: Georgia State Honors College Undergraduate Research Journal
In 468 AD, a certain woman named Julia went to the Roman Emperor Anthemius to declare that she had married her former slave, her freedman. Roman law on the matter had previously stated that free women who knowingly cohabited with slaves would relinquish their freedom along with the freedom of any children resulting from such a union, and they would all become slaves of the master of the slave to whom she married. The law avoided any mention of marriages to freedmen. Marriages resembling Julia’s then, occupied a grey area in Roman law for over four hundred years. In response …

A Sea Change In Security: How The ‘War On Terror’ Strengthened Human Rights, Michael Galchinsky

In many ways the Bush administration's "war on terror" weakened states' respect for their human rights obligations, and the UN Security Council's initial response to 9/11 seemed to follow the Bush administration's lead. In keeping with its historical lack of engagement with human rights questions, the SC in 2001-2003 did little to ensure that the counter-terrorism measures it demanded of states would take their obligations under human rights and humanitarian law into account. However, starting in 2002, a backlash against the perceived excesses wrought by the SC’s counter-terrorism measures gained momentum. Other UN bodies, as well as NGOs, regional intergovernmental …

Regulatory Impact Analyses Of Environmental Justice Effects, Spencer Banzhaf
Regulatory Impact Analyses Of Environmental Justice Effects, Spencer Banzhaf

Recently, the US EPA has pledged to incorporate environmental justice considerations "into the fabric" of its rulemaking procedures. But finding an appropriate way to incorporate environmental justice considerations into policy-making has been a procedural challenge since President Clinton issued Executive Order 12898 over 15 years ago. In particular, environmental justice concerns tend to be overshadowed by efficiency considerations as embodied in benefit-cost analysis. Yet at the same time, both Presidents Obama and Clinton have issued orders to incorporate distributional and equity considerations into benefit-cost analysis, as well as the standard efficiency considerations.
This article argues that the environmental justice and …
