The California Legislature established the Joint Select Task Force on the Changing Family in September, 1987. It was charged with studying the social, economic, and demographic trends affecting California's families, assessing the significance of those trends for public policy, and recommending to the Legislature and the public policies that will better meet the needs of today's families.
During its three-year tenure, the Task Force held hearings and public meetings in cities across the state, received testimony from a wide range of experts, and listened to the concerns of many kinds of families. The findings and recommendations of the Task Force …

The Energy Commission's 1987 Biennial Report addresses several overriding concerns. Although today's relatively low oil and gas prices are providing a temporary reprieve for energy consumers, the state must take actions to encourage competition in energy markets while maintaining environmental protection, resource diversity, and security from fuel supply disruptions and price hikes. Because the future supply and price of oil are highly uncertain, our transportation system must reduce its virtual total dependence on oil. In addition, increasing competition in the natural gas and electricity sectors requires us to reevaluate energy regulations to ensure that energy prices reflect actual costs.

This Committee Report on Energy Development has been prepared for the California Energy Commission's Research, Development and Demonstration Committee in fulfillment of legislative requirements specified in Public Resources Code Section 25604. This statute calls for the Commission to publish and submit biennially to the Governor and Legislature a report on energy development trends in the state, including the status of new and existing energy technologies.

We submit our final report on the Prevention of Drug and Alcohol Abuse with strong, mixed feelings. The alarming spread of drug and alcohol abuse among children and young people is a serious and pervasive problem. Hundreds of thousands of our children are endangered-their lives and their futures. Crime, violence and tragedy sear the lives of victims, families and friends. The other side of that coin-what to do about the problem-has baffled and eluded society. This is the second annual Long Term Care (LTC) report submitted by the Department of Aging, as required by the Supplemental Language to the Budget Act of 1985, on the incremental development of a home and community-based, long term care service delivery system. The report reflects the Department's comprehensive efforts this year towards building a responsive system of care for frail elderly and younger functionally impaired adults.
Organizationally, the report consolidates a number of separate reports to the Legislature so that a broad spectrum of issues related to system building efforts could be addressed in tandem.

Since the enactment of the California Coastal Act of 1976, the California Coastal Commission has been at the forefront in dealing with a multitude of energy developments proposed along the coastline. Consideration of these proposals has involved issues of national importance. During the last four years, the Coastal Commission has dealt with power plant siting, port master planning, energy planning in the preparation of local coastal programs in 68 coastal cities and counties, and offshore petroleum exploration and development.

State law requires that the California Energy Commission "develop and coordinate a program of research and development (R&D) in energy supply, consumption, and conservation and the technology of siting research and development priority to those forms of research and development (Public Resources Code Section 25601). Accordingly, the Commission's R&D program addresses a number of energy-re ated matters, including expansion and accelerated development of alternative sources of energy, such as geothermal, wind and solar resources, improved methods of energy conservation, increased energy efficiency in existing thermal electric and hydroelectric facilities, and advanced methods of energy demand forecasting.
