This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.

The intention of this report is to present a still picture of the selected area as of the summer of 1966. The emphasis is on empirical relationships. The data contained herein will provide a base for subsequent analysis. Thus little attempt is made to cast the findings of the study in a theoretical framework. Later publications will utilize relevant theory and research to analyze the social and economic changes in an area related to the building of the Dickey and Lincoln School Dams. In 1809, Paul Chadwick was hired to survey lands held by the proprietors of the Plymouth Patent, including property that fell within the boundaries of the town of Malta, now known as Windsor, Maine. The land survey caused upset among settlers as property ownership was called into question. Vowing to defend their property, on September 8, a party of fully armed men, some disguised as Native Americans, approached Chadwick advising him to cease his activities. Chadwick declined and was shot, dying the following day.
