A main challenge in transporting cargo for United States Transportation Command (USTRANSCOM) is in mode selection or integration. Demand for cargo is time sensitive and must be fulfilled by an established due date. Since these due dates are often inflexible, commercial carriers are used at an enormous expense, in order to fill the gap in organic transportation asset capacity. This dissertation develops a new methodology for transportation capacity assignment to routes based on the Resource Constrained Shortest Path Problem (RCSP). The purpose of this research is to develop a multiple-objective mixed-integer linear programming model that determines the feasibility of a new deployment paradigm, which offers greater flexibility to home station and deployed location civil engineers (CE) by applying hub-and-spoke networking. The research covers the histories of CE and Air and Space Expeditionary Force (AEF), current CE deployment needs, multiple-objective decision analysis, hub-and-spoke networking, and organizational behavior benefits of the new paradigm. Traditionally, the United States Air Force's Air Mobility Command (AMC) has used the concept of direct delivery to airlift cargo and passengers from a point of embarkation to a point of debarkation. This study develops an alternative hub-and-spoke combined location-routing integer linear programming prototype model, and uses this model to determine what advantages a hub-and-spoke system offers, and in which scenarios it is better-suited than the direct delivery method. Additionally, the analysis suggests that the C-17 may be better-suited, in certain airlift situations, for theater airlift versus strategic (direct delivery) airlift.
