Recent hurricane seasons have demonstrated the need for more effective methods of coping with flooding of roadways. A key complaint of logistics managers is the lack of knowledge when developing routes for vehicles attempting to navigate through areas which may be flooded. In particular, it can be difficult to re-route large vehicles upon encountering a flooded roadway. We utilize the Canadian Traveller’s Problem (CTP) to construct an online framework for utilizing multiple vehicles to discover low-cost paths through networks with failed edges unknown to one or more agents a priori. Logistics is dynamic, expansive, and critical to organizational success. While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation leverages resource-based theory and organizational learning theory to examine organizational practice and performance in non-traditional logistics settings, with particular focus on military organizations and humanitarian operational settings. First, a meta-analytical study establishes generalizable associations between various operations management practices and performance outcomes. Advancements in big data enabled management practices inspire logistics companies to study deeper into their transportation operations with a data driven approach. One such question asks: How can a logistics firm identify high-cost customers in their service network? In the presence of rich data on routes involving many customers, this thesis develops a framework to allocate a route cost among customers that the route serves, where each route is associated with multiple route features related to the transportation cost. This research focused on understanding the phenomena behind the cost growth of Weapon System Sustainment (WSS) and the simultaneous degradation in USAF aircraft system availability. The primary modelling technique used was Ordinary Least Squares (OLS) while incorporating temporal effect. Other studies have looked at cost factors related to the Flying Hour Program, flying conditions and age. This study found empirical relationships between each of the four WSS business processes and the lead time in months it takes to realize improvements in system aircraft availability.

Extremely long lead times for legacy aircraft replacement parts often exceed 120 days and cost 3 to 4 times the original price drives a search for alternative manufacturing methods such as additive manufacturing. Currently, the method to procuring a legacy replacement for aircraft such as the C-130 is daunting and at times, impossible. Through a comprehensive knowledge collection of organizational data the Air Force body of knowledge increases and provides actionable data to decision makers which has the potential of dramatically decreasing part wait times and procurement.
