Logistics is dynamic, expansive, and critical to organizational success. While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation leverages resource-based theory and organizational learning theory to examine organizational practice and performance in non-traditional logistics settings, with particular focus on military organizations and humanitarian operational settings. First, a meta-analytical study establishes generalizable associations between various operations management practices and performance outcomes. This research focused on understanding the phenomena behind the cost growth of Weapon System Sustainment (WSS) and the simultaneous degradation in USAF aircraft system availability. The primary modelling technique used was Ordinary Least Squares (OLS) while incorporating temporal effect. Other studies have looked at cost factors related to the Flying Hour Program, flying conditions and age. This study found empirical relationships between each of the four WSS business processes and the lead time in months it takes to realize improvements in system aircraft availability.

Extremely long lead times for legacy aircraft replacement parts often exceed 120 days and cost 3 to 4 times the original price drives a search for alternative manufacturing methods such as additive manufacturing. Currently, the method to procuring a legacy replacement for aircraft such as the C-130 is daunting and at times, impossible. Wargames were originally created to test wartime strategies against opposing forces within a short time frame. Due to the short duration design of these wargames, logistics were deemed irrelevant and it was incorrectly assumed that the warfighter would be logistically supported for the entire duration of the wargame. Health monitoring systems have demonstrated the ability to detect potential failures in components and predict how long until a critical failure is likely to occur. Implementing these systems on fielded structures, aircraft, or other vehicles is often a struggle to prove cost savings or operational improvements beyond improved safety. The United States Army began a major force transformation in 2003, which required a significant shift in logistics support constructs. This thesis provides an in-process review of the effects of the current transformation efforts on supply effectiveness and attempts to determine factors that influence customer ordering behavior. There exist factors that play a major role in an enlisted Airman's decision to either stay on active duty in the Air Force or separate. The current force structure of the U.S. Air Force and increased loss of enlisted personnel is a major concern as we look at maintaining manpower to meet the needs of the Air Force. The purpose of this research was to explore COTS-based systems as they are acquired by the Air Force. Current guidance related to the acquisition of COTS-based systems is explored. Based upon the literature reviewed, the research targeted the specific area of acquisition plans. A multiple case study of acquisition plans from several COTS-based systems was performed. Current guidance related to the acquisition plan has not been specifically tailored to COTS-based systems. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. This thesis addresses the selection of target sets to disrupt an adversary's logistics network in a wartime environment. In the presence of many objectives--such as reducing maximum flow, lengthening routes, avoiding collateral damage, all at minimal risk to our pilots--the problem of determining the best target set is complex. Previous efforts have not adequately considered the value of the remaining network functionality after target destruction. In addition, current network targeting procedures optimize target sets with respect to only a single metric.
