The United States Air Force relies upon information production activities to gain insight regarding uncertainties affecting important system configuration and in-mission task execution decisions. Constrained resources that prevent the fulfillment of every information production request, multiple information requestors holding different temporal-sensitive objectives, non-constant marginal value preferences, and information-product aging factors that affect the value-of-information complicate the management of these activities. This dissertation reviews project selection research related to these issues and presents novel methods to address these complications. Quantitative experimentation results demonstrate these methods’ significance.

Today, most projects in technical fields utilize project management to complete projects as planned, and some of the projects utilize system engineering to cover the project in both technically and commercially. This Thesis investigates the relationship between Project Management (PM) and Systems Engineering (SE) to determine if a suitably professional level of management and level of quality can be achieved. Private sector U.S. defense contractors failing to meet contract objectives experience lower profitability, pay costly penalties, and risk survivability. Using the theory of contracts, the purpose of this multiple case study was to the explore strategies that some leaders of U.S. defense contracting businesses use to meet all the contract terms with the U.S. Department of Defense. The broader application of virtual queues is proposed. A review of the current state of queuing theory is presented as well as an acknowledgment of the deficiencies in the practicality of queuing theory. It is suggested that the queuing process can be improved by implementing the option of pursuing a virtual line. Specifically, the potential utility of introducing virtual queues is discussed in the context of the FastPass system, highlighting the major features of the method as well as examining the disadvantages of the service. The utilization of Community Development Projects in developing nations continues to increase in significance. In the wake of the latest Sustainable Development Goals, developing nations are working towards eliminating poverty, promoting sustainable cities and communities, gender equality, and health and well-being.
