Manufacturer and industry recommendations vary considerably for maintenance and tests of emergency diesel-electric generator sets in emergency standby duty. There is little consistency among generator sets of similar technology, and manufacturers and their representatives often provide contradictory guidance. As a result, periodicity of emergency diesel-electric generator set maintenance and tests varies considerably in practice. Utilizing the framework proposed and tested by Fehr (2014), this research developed a parametric regression survival model of the reliability of modern diesel-electric generator sets in emergency standby duty as a function of maintenance, age, and cumulative run hours. Program management data associated with a technically complex radio frequency electronics base communication system has been collected and analyzed to identify heuristics which may be utilized in addition to existing processes and procedures to provide indicators that a program is trending to failure. Analysis of the collected data includes detailed schedule analysis, detailed earned value management analysis and defect analysis within the framework of a Firm Fixed Price (FFP) incentive fee contract.

The level of uncertainty in advanced system design is assessed by comparing the results of expert judgment elicitation to probability and evidence theory. This research shows how one type of monotone measure, namely Dempster-Shafer Theory of Evidence can expand the framework of uncertainty to provide decision makers a more robust solution space. The issues imbedded in this research are focused on how the relevant predictive uncertainty produced by similar action is measured.

Statistics and neural networks are analytical methods used to learn about observed experience. Both the statistician and neural network researcher develop and analyze data sets, draw relevant conclusions, and validate the conclusions. They also share in the challenge of creating accurate predictions of future events with noisy data.

Both analytical methods are investigated. This is accomplished by examining the veridicality of both with real system data. The real system used in this project is a database of 400 years of historical military combat. Once a control structure for an integrated manufacturing system is decided upon, manufacturing activities are limited by that structure. A flexible control structure is presented as an approach for accommodating a variety of manufacturing activities, without being limited to a single control structure. A flexible control structure is one that allows multiple types of control structure in the manufacturing process. For example, both hierarchical and non-hierarchical structures may be used in a flexible structure.
