A growing trend in requirements elicitation is the use of machine learning (ML) techniques to automate the cumbersome requirement handling process. This literature review summarizes and analyzes studies that incorporate ML and natural language processing (NLP) into demand elicitation. The way humans establish communication depends on the generation and conveyance of meaning. Linguistically, meaning in information is dependent on the meaning that is ascribed to signifiers in the context of the communication. These signifiers can include items such as words, phrases, signs, and symbols. Conveyance of meaning may, however, imprecise and prone to error. The meaning of information in communication may arise from a change in the context in which a signifier is placed (intrinsic), or a change in the paradigm with which the signifier and context are perceived (extrinsic). When dealing with complex systems, all decision making occurs under some level of uncertainty. This is due to the physical attributes of the system being analyzed, the environment in which the system operates, and the individuals which operate the system. Techniques for decision making that rely on traditional probability theory have been extensively pursued to incorporate these inherent aleatory uncertainties. However, complex problems also typically include epistemic uncertainties that result from lack of knowledge. These problems are fundamentally different and cannot be addressed in the same fashion. Recent work in modeling decision-making work processes has focused on including the national culture of individual decision-makers in order to emphasize the differences in decision criteria between decision-makers of different nationalities. In addition to nationality, a decision-maker is also a member of an organization and brings this organizational culture to his role in the work process, where it may also affect his task performance. The Adaptive Architectures for Command and Control (A2C2) program is a multidisciplinary program that employs a scientific basis for designing and analyzing adaptive and reconfigurable organizational structures at the Joint Task Force level. One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment.
