The information and communications technology (ICT) field is undergoing a period of tremendous change. The exponential growth rate of ICT capability in recent decades, which has had an undeniable effect on every aspect of our society, will likely have ramifications for military operations in austere environments. 1 The Air Force’s 689th Combat Communications Wing commissioned a study to forecast the future of mobile ICT in such environments. Three educational interventions were simulated in a system dynamics model of the medical use, trafficking, and nonmedical use of pharmaceutical opioids. The study relied on secondary data obtained in the literature for the period of 1995 to 2008 as well as expert panel recommendations regarding model parameters and structure. The behavior of the resulting systems-level model was tested for fit against reference behavior data. After the base model was tested, logic to represent three educational interventions was added and the impact of each intervention on simulated overdose deaths was evaluated over a 7-year evaluation period, 2008 to 2015. A short examination of air refueling, specifically its past, present, and future, offers valuable insight into the developmental needs of this critical capability. This article seeks not only to showcase an appreciation for the roots of air refueling but also to high- light the requirement for sound systems engineering in conjunction with the creativity and willingness to take risks, as exhibited by our forefathers in the field. Dedicating two lanes and passenger platforms to transit typically requires taking the same space away from general use. This may affect public support. This paper proposes efficient geometric configurations for a two-dedicated-lane BRT or light rail system that requires a minimum amount of right-of-way along a busy commute arterial. In many current busy commute corridors, a significant part of the street median is underused or unused for traffic purposes. The Enterprise AID − for assessment, improvement, and design − methodology is a systems science-, operational test and evaluation-, and multicriteria decision analysis-based approach to design and deployment of performance measurement systems (PMSs) tailored to specific enterprises pursuing any or all of enterprise assessment, improvement, or design. An architecture framework is used to capture the overall design and structure of a complex system. The Human Viewpoint was developed to augment existing architectural frameworks with additional information relevant to the human component in the system. Stakeholders are a vital element in all complex systems problems. They are customers, users, clients, suppliers, employees, and team members. They fund the system, design it, build it, operate it, use it, maintain it, and dispose of it. While many approaches exist for classifying and determining their attitudes, these approaches stop short of evaluating stakeholders in a holistic manner. Various forms of memory have been used to achieve this goal and improve the performance of metaheuristics, which warranted the development of the Adaptive Memory Programming (AMP) framework [1]. Whether by design or by practice, systems engineering (SE) processes are used more and more often in Modeling and Simulation (M&S). While the two disciplines are very close, there are some differences that must be taken into account in order to successfully reuse practices from one community to another. Systems of Systems (SOS) meet vital needs in our society by providing capabilities that are not possible by their discrete components or subsystems. Some SOS are engineered to produce predictable results, yet they can still display emergent behavior. These behaviors are often considered negative because they are not a function of the design. However, emergent behavior can also be serendipitous and produce unexpected positive results. The authors formalize a theory of emergence based on entropy. The theory has explanatory value for emergence as an ontological and phenomenological concept in systems of systems. © 2013 The Authors.

2k Full factorial designs may be prohibitively expensive when the number of factors k is large. The most popular technique developed to reduce the number of treatment combinations is the fractional factorial design; confounding in estimating the model parameters naturally results in various resolution and aberration levels. While very useful, these resolution levels may not satisfy experimenters’ requirements for estimatibility and cost reduction.
