We propose easy-to-implement heuristics for a problem referred to in the literature as the facility location problem with immobile servers, stochastic demand, and congestion, or the service system design problem. The problem is typically posed as one of allocating capacity to a set of M/M/1 queues to which customers with stochastic demand are assigned with the objective of minimizing a cost function composed of a fixed capacity-acquisition cost, a variable customer-assignment cost, and an expected-waiting-time cost. Physics-based modeling of metal additive manufacturing (AM) processes is computationally challenging due to the very fine meshing required in both time and space. State-of-the-art numerical models that offer great insight into the process have been developed, but they require powerful computational resources and weeks of processing time. Thus, it is often more time-effective to fabricate multiple builds within the time it takes to complete one simulation prediction, further reinforcing the current trial-and-error approach to optimizing the build parameters. This paper presents an empirically grounded model, which links organizational learning to pattern-specific fixed costs. The approach described in this paper helps fab managers make fundamental strategic decisions concerning product design and product mix by engaging in scenario planning. Four critical aspects of managing pattern-specific fixed cost are analyzed in detail – sensitivity to time, design cost and production volume; platform designs; process postponement solutions; and design penalties. The model suggests that fabless enterprises and foundries must collaborate extensively on the design and realizations of product platforms for state-of-the-art integrated circuit products to remain economically viable.

Traditional models for planning under uncertainty such as Markov Decision Processes (MDPs) or Partially Observable MDPs (POMDPs) assume that the observations about the results of agent actions are instantly available to the agent. In so doing, they are no longer applicable to domains where observations are received with delays caused by temporary unavailability of information (e.g. delayed response of the market to a new product).
