This paper examines the applicability of Complex System Governance (CSG) to advance the Critical Space Infrastructure field (CSI). CSI encompasses space related hardware, workforce, environment, facilities, and businesses that are necessary for societal well-being. CSI is increasing in importance as more societal serving systems are becoming dependent on CSI to operate. The conventional approach to urban planning has predominantly focused on horizontal dimensions, disregarding the potential risks originating from outer space. This paper aims to initiate a discourse on the vertical dimension of cities, which is influenced by outer space, as an essential element of strategic urban planning. While “systemic thinking” is popular in the context of capacity development and evaluation, there is currently a lack of understanding about the benefits to employing systems theory in evaluation capacity development. Systems theory provides a useful orientation to the work involved in complex systems (e.g. national evaluation systems). This article illustrates how evaluation capacity development practitioners can use systems theory as a conceptual tool to gain a better understanding of the functional aspects and interrelationships present within a given evaluation system. "The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

The commercial fishing industry is frequently described as one of the most hazardous occupations in the United States. The objective, to maximize the catch, is routinely challenged by a variety of elements due to the environment, the vessel, the crew, and how they interact with each other. This study developed and evaluated a version of Wiegmann and Shappell’s (2003) Human Factors Analysis and Classification System (HFACS), specifically for commercial fishing industry vessels (HFACS-FV), using data from ten years of fatal fishing vessel accidents. This paper describes a systemic method towards standardization of a cyber weapon effectiveness and effectiveness prediction process to promote consistency and improve cyber weapon system evaluation accuracy – for both offensive and defensive postures. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm. The examination highlighted several paradigm-shifts needed to transition from purely kinetic-based processes and transition into the realm of combined kinetic and cyber weapons. Most of the studies to explore the impact of distracted driving have been descriptive in nature; i.e. the research is conducted in naturalistic settings to evaluate the performance of the driver with and without distracters. However simulation models can also be used that predict the workload for driving tasks. This article describes active research in commercial maritime port's recovery from security disruptions which explores the synergy of economic and simulation models in investigating the recoverability of ports after security incidents. Previous study has identified decision variables and throughput simulation models of port operation. However, none of these models have been utilized to investigate port's recovery from a security disruption and in evaluating recoverability investments. The method of research includes analysis of recorded disruptions, identification of impediments to recovery and investment criteria for recoverability. The Adaptive Architectures for Command and Control (A2C2) program is a multidisciplinary program that employs a scientific basis for designing and analyzing adaptive and reconfigurable organizational structures at the Joint Task Force level. As part of its unique model-driven experimentation method, a pre-experimental model is created to support the formulation of hypotheses, the determination of key variables and parameter values, and the prediction of organizational performance. The combination of participating organizations in a coalition operation often changes over time; the coalition is dynamic and evolves over the course of its mission. A given organization may participate in the coalition only at the stage where its expertise or resources are most needed, while other organizations may participate through the entire course of the operation. As these are independent organizations coming together for a limited time to meet a specific goal, the structure of the coalition must be able to accommodate the different command arrangements, procedures, and other characteristics of each organization.
