Parameterized nonconvex regression is a difficult problem for any optimization solver packages, often resulting in approximations and linearizations of the problem in order to be able to arrive a solution, if the problem is even solvable at all. These changes to the initial problem are largely dependent upon having appropriate domain knowledge and still often times result in a sizable gap between the achieved solution and the best true solution. We propose a novel method of decomposing the global problem into small, overlapping windows. Thus, the independent windows are now solvable. Currently, the scheduling of surgical suites follows either an open booking or block booking framework. Under block booking, medical departments (or surgeons) that provide certain types of services (e.g. ophthalmology, orthopedics, cardiology) are assigned fixed blocks of time that are used to divide access to the operating rooms (ORs) among different specialties. Two integer-programming based methods of generating block schedules are investigated in this research. The first approach focuses on optimizing cash flows, an area not studied previously within the OR scheduling domain. A model to analyze lean systems reliability is developed based on the premises that lean production systems require four primary resources; materials, equipment, personnel, and schedule (Sawhney, R., Subburaman, K., Sonntag, C., Capizzi, C. and Rao, P.V., 2009).
