The optimal employment of autonomous search and destroy vehicles is addressed. The results apply to air, land, or water vehicles with 1, k, or infinite warheads. The specific scenarios considered involve an air vehicle searching a battle space for stationary targets in the presence of false targets. Encounters are modeled with uniform, Poisson, and normal distributions. Linear and circular search patterns are examined. All relevant parameters are extracted from intelligence information, the sensor performance specification, and the air vehicle performance specification. This research extends a mathematical framework to select the optimal sensor ensemble and fusion method across multiple decision thresholds subject to warfighter constraints for a combat identification (CID) system. The formulation includes treatment of exemplars from target classes on which the CID system classifiers are not trained (out-of-library classes) and enables the warfighter to optimize a CID system without explicit enumeration of classifier error costs. A time-series classifier design methodology is developed and applied, yielding a multi-variate Gaussian hidden Markov model (HMM). The extended CID framework is used to compete the HMM-based CID system against a template-based CID system. The …

This research analyzes operational and programmatic data from all Air National Guard and 13 of 14 active duty F-16C/D Fighter Wings (FW) from 1998 to 2004 in search of explanatory variables that influence a wing's Cost Per Flying Hour (CPFH). Using data from both the Air Force Total Ownership Cost database and from the Air Force Knowledge Systems database, this research evaluates the predictive ability of the following nine explanatory variables: aircraft age, average sortie duration, MajCOM, base location, utilization rate, percent engine type, percent block, percent deployed, and previous year's CPFH, the last four of which were previously untested. …

The United States relies on imported oil as a result of domestic petroleum consumption rates greatly exceeding production rates. Alternative fuels are a major force in the effort to reduce petroleum consumption in the transportation industry. The transportation industry also accounts for 1/3 of all greenhouse gas emissions and nearly half of all cancers attributed to outdoor sources of pollutants. Commanders possess no known confidence level when assessing base-level fuel health. THUNDER is a large-scale discrete event simulation of campaign-level military operations and is used to examine issues involving the utility and effectiveness of air and space power in a theater-level, joint warfare context. This thesis develops a methodology to determine an optimal policy for maintaining a satellite constellation that degrades over time. Previous work has developed a methodology to compute an optimal replacement policy for a satellite constellation in which satellites were viewed as binary entities, either operational or failed. This research extends the previous models by developing an optimal maintenance policy for satellite constellations in which each satellite may operate in a finite number of degraded states. This effort models information flow through the United States Intelligence Community's Intelligence Cycle using a knowledge matrix methodology. The knowledge matrix methodology takes explicit data from multiple sources and fuses that data to measure a current level of knowledge about a target, or situation. Knowledge matrices are used to develop a measure of user-needs satisfaction. From 1980 to 1992, the DoD spent over $50 billion acquiring Automatic Test Systems (ATS) used to test weapon systems. At that time, procuring unique ATS to support single weapon systems was the norm. In 1994, the DoD made a dramatic change to their ATS acquisition policy; common ATS that supported multiple weapon systems was preferred over ATS tailored to support a single weapon system. Expected benefits of this new policy included: more reliable equipment, increased supportability, decreased cost, smaller logistics footprint, and decreased manning. This thesis explores the changes in insights that result from using different types of models to assess the capability of deploying the Stryker Brigade within specific timeline goals. The thesis uses as its primary base a study conducted in 2002 by USTRANSCOM to evaluate the ability of Stryker to meet stated deployment timeline goals. Specifically, the author compares the outputs from four different models as they change over three different deployment scenarios and 10 different routes. In order to avoid having to replace costly space assets, the Defense Advanced Research Projects Agency (DARPA) and Air Force Space Command (AFSPC) are looking to developing programs to provide an on-orbit servicing capability for future satellite systems under development, such as the Space-Based Radar (SBR) system. Given the drawbacks of leaving time-sensitive targeting (TST) strictly to humans, there is value to the investigation of alternative approaches to TST operations that employ autonomous systems. This paper accomplishes five things. First, it proposes a short-hop abbreviated routing paradigm (SHARP) - based on Delaunay triangulations (DT), ad-hoc communication, and autonomous control - for recognizing and engaging TSTs that, in theory, will improve upon persistence, the volume of influence, autonomy, range, and situational awareness. This research considers the efficient numerical solution of linearly constrained mixed variable programming (MVP) problems, in which the objective function is a black-box stochastic simulation, function evaluations may be computationally expensive, and derivative information is typically not available. MVP problems are those with a mixture of continuous, integer, and categorical variables, the latter of which may take on values only from a predefined list and may even be non-numeric. Further, this doctrine states that fusion should be utilized whenever possible to ensure the best possible information is conveyed; there is no specific guidance as to how to fuse this information.
