The novel ARMAS-SOM framework fuses collaborative all-source sensor information in a resilient manner with fault detection, exclusion, and integrity solutions recognizable to a GNSS user. This framework uses a multi-filter residual monitoring approach for fault detection and exclusion and is augmented with an additional "observability" EKF sub-layer for resilience. We monitor the a posteriori state covariances in this sub-layer to provide intrinsic awareness when navigation state observability assumptions required for integrity are in danger. This is used to selectively augment the framework with offboard information to preserve resilience. A commonality in the many applications and domains where signal processing (SP)is applied is the detection of events. Detection in SP requires the identification of the occurrence of an event, within a signal, and distinguishing the occurrence from no event. In a classical application of SP, seismologists seek to detect abnormalities in an electromagnetic (EM) signal to detect or not detect the occurrence of an earthquake, represented as an anomalous EM pulse. Since many signals are noisy, such as those produced by a seismograph, it can be challenging to distinguish a significant EM pulse from incident noise. In SP, smoothing …

The United States Air Force has implemented a dispersed air base strategy to enhance mission effectiveness for near-peer conflicts. Asset dispersal places many smaller bases across a wide geographic area, which increases resupply requirements and logistical complexity. Hybrid energy systems reduce resupply requirements through sustainable, off-grid energy production. This paper presents a novel hybrid energy renewable delivery system (HERDS) model capable of (1) selecting the optimal hybrid energy system design that meets demand at the lowest net present cost and (2) optimizing the delivery of the selected system using existing Air Force cargo aircraft. A survey of a typical photovoltaic (PV) system with and without the cybersecurity protections of a data diode is explored. This survey includes a brief overview of Industrial Control Systems (ICS) and their relationship to the Internet of Things (IoT), Industrial Internet of Things (IIoT), and Industry 4.0 terminology. The cybersecurity features of eight data diodes are compared, and the cyber attack surface, attack scenarios, and mitigations of a typical PV system are discussed. Reliable electrical power grids are frequently unavailable or inaccessible in remote locations, including developing nation communities, humanitarian relief camps, isolated construction sites, and military contingency bases. This often requires sites to rely on costly generators and continuous fuel supply. Grid-based electrical infrastructure is unavailable at many remote locations including developing nation communities, isolated construction sites, and military contingency bases. Powering these locations with diesel generators requires regular fuel resupply, resulting in increased costs, environmental impacts, and burdensome logistics—making generators an obstacle for energy resiliency and sustainability. This research examines using solar renewable energy systems to replace generators at remote locations and presents a multi-objective optimization model that minimizes logistics variables. Replacing a single deployed generator would save over 500,000 gal of fuel annually, eliminating the need for 100 fuel tanker deliveries.

Narcotics smuggling across the Caribbean Sea is a growing concern for the United States Coast Guard. One vector for this illicit trafficking is via small aircraft. This thesis proposes a multi-static radar architecture using the Global Positioning System (GPS) constellation as a transmission source to detect these aircraft as they transit a detection fence. The system developed in this thesis relies on the forward-scatter phenomenon in which a radar shadow is cast by a target as it crosses in front of a transmitter, creating a measurable difference in the signal amplitude at the receiver. During military and disaster relief operations, connecting to an established electrical grid is rarely an option. In these situations, camps consisting of poorly insulated fabric shelters are predominantly powered by inefficient diesel generators that require frequent fuel resupply. In order to reduce the fuel demand of these generators, camps may utilize photovoltaic-battery systems. The DOD energy policy is to increase energy security resiliency, and mitigate costs in the use and management of energy[1] Forward operating bases (FOBs) are remote, austere base camps that support an operationally defined mission with a limited or no ability to draw from an energy grid and have historically relied on diesel-powered generators for the primary production of energy.[2] Generators are sized to meet a theoretical peak demand, but steady state loads are far below this peak, resulting in under-loaded generators.[3] Under-loaded diesel generators decrease efficiency and increase the need for maintenance, affecting the lifespan of …

Remote locations such as disaster relief camps, isolated arctic communities, and military forward operating bases are disconnected from traditional power grids forcing them to rely on diesel generators with a total installed capacity of 10,000 MW worldwide. The generators require a constant resupply of fuel, resulting in increased operating costs, negative environmental impacts, and challenging fuel logistics. A computer tool to aid in selecting the best Automatic Target Recognition (ATR) algorithm is developed. The program considers many quantifiers, accepts user-defined parameters, allows for changes in the operational environment and presents results in a meaningful way. It is written for Microsoft Excel. An ATR algorithm assigns a class label to a recognized target. General designations can include "Friend" and "Foe." The error of designating "Friend" as "Foe" as well as "Foe" as "Friend" comes with a high cost. Studying each algorithm's error can minimize this cost. Prescriptive models used to allocate resources for network improvement traditionally have used reliability or flow as Measures of Effectiveness (MOEs). Such metrics do not give value to efforts which make a component more difficult to exploit. This study developed an entirely new MOE for stochastic network improvement, flow damage utility, which uses a two person, zero-sum, non-cooperative game to optimize a probabilistic network for an estimate of expected flow minus performance degradation after a worst case component loss. A new saliency metric and a new saliency screening method are developed. This new metric, the SN saliency metric, is based upon signal-to-noise ratios, where the signal is provided by a sum of squared weights associated with a given feature, and the noise is based upon a sum of squared weights associated with a reference noise feature which is injected into the data. The resultant metric allows for a direct comparison of the feature of interest with a reference noise feature which is known to be nonsalient. A Multiple Model Adaptive Estimation (MMAE) algorithm is implemented with the fully nonlinear six-degree-of-motion, Simulation Rapid-Prototyping Facility (SRF) VISTA F-16 software simulation tool. The algorithm is demonstrated to be capable of identifying flight critical aircraft actuator and sensor failures at a low dynamic pressure (20,000 ft, .4 Mach). Research included single and dual complete failures. Tuning methods for accommodating model mismatch, including addition of discrete dynamics pseudonoise and continuous measurement pseudonoise, are discussed and demonstrated. Scalar residuals within each filter are also examined and characterized for possible use as an additional failure declaration voter. Robustness to sensor failures provided by …
