Reshoring of manufacturing companies is vital to the United States’ economy. Although one may assume that all of the business reshored will be large companies, statistics show that small businesses comprise the largest share of the U.S. economy. Small businesses make up 99.7% employer firms. Yet, 80% of entrepreneurs and small businesses who start will fail within the first 18 months.

This work investigates two types of scheduling problems in the healthcare industry. One is the elective surgery scheduling problem in an ambulatory center, and the other is the appointment scheduling problem in an outpatient clinic.

The ambulatory surgical center is usually equipped with an intake area, several operating rooms (ORs), and a recovery area. The set of surgeries to be scheduled are known in advance. Besides the surgery itself, the sequence-dependent setup time and the surgery recovery are also considered when making the scheduling decision. The unit commitment (UC) problem is a typical application of optimization techniques in the power generation and operation. Given a planning horizon, the UC problem is to find an optimal schedule of generating units, including on/off status and production level of each generating unit at each time period, in order to minimize operational costs, subject to a series of technical constraints. The study concentrated on estimation of economic and non-monetary benefits, reported by various groups of Engineering Management alumni of The University of Tennessee.
