2012 Association of Technology, Management, and Applied Engineering (ATMAE) Conference Proceedings In 2010, the ATMAE Management Division set out to define an applicable technology management body of knowledge using a collection of core competencies. The research incorporated existing models, industry opinions, and educator experts. ATMAE members at both the 2010 and 2011 conferences reviewed initial versions of the competency model. In addition, the model was benchmarked against existing literature and research. The researchers found consistency within the initial versions of the competency model. The USAF generally does not know the reliability of its fielded repairable systems. The reported metric, Mean Time Between Failure (MTBF), is too lagging to be actionable in the best case, and is not representative of actual system reliability in the worst case. This thesis investigates the statistical techniques for measurement and analysis of the reliability of fielded repairable systems, which are very different than nonrepairables. To frame the investigation, a comparison is made between the generally accepted definitions and metrics and those used across the US Air Force (USAF). Ant colony optimization for the split delivery vehicle routing problem
An Ant Colony Optimization (ACO) based approach is presented to solve the Split Delivery Vehicle Routing Problem (SDVRP). SDVRP is a relaxation of the Capacitated Vehicle Routing Problem (CVRP) wherein a customer can be visited by more than one vehicle. The proposed ACO based algorithm is tested on benchmark problems previously published in the literature. Rotary Ultrasonic Machining (RUM) is capable of machining hard and brittle materials such as advanced ceramics, glass and silicon used in many industries. Rotary Ultrasonic Machining (RUM) is a hybrid machining process in which material is removed by conventional grinding and ultrasonic machining. Military and defense organizations rely upon the security of data stored in, and communicated through, their cyber infrastructure to fulfill their mission objectives. It is essential to identify threats to the cyber infrastructure in a timely manner, so that mission risks can be recognized and mitigated. Centralized event logging and correlation is a proven method for identifying threats to cyber resources. Trial and error are inevitable in the process of software development; the redesign is wasteful when unfocused communication occurs within the development process. To speed up this development process, we optimized the information flow and redesigned the development organization into chunks. First, we investigated the information flow between tasks and coupled tasks into phases utilizing the Design Structure Matrix (DSM) so that the information exchange among chunks of tasks is as few as possible. Keeping inventory record of packed grains in silos poses challenges since the bulk material’s different segments do not discharge uniformly, leading to formation of random peaks and valleys on the surface. To facilitate obtaining accurate volume measurement of the grains by taking into account this non-linear behavior on the surface, laser or plumb-bob level-sensing devices are employed at different part of the surface to probe the level of material under those regions.

Given the nearly infinite combination of modifications and configurations for weapon systems, no two targets are ever exactly the same. Synthetic Aperture Radar (SAR) imagery and associated High Range Resolution (HRR) profiles of the same target will have different signatures when viewed from different angles. To overcome this challenge, data from a wide range of aspect and depression angles must be used to train pattern recognition algorithms. The United States Agency for International Development (USAID) is the federal government agency primarily responsible for administering civilian foreign aid. In fiscal year 2011, USAID spent approximately $15 billion in an effort to assist countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms. Automatic target detection and recognition in hyperspectral imagery offer passive means to detect and identify anomalies based on their material composition. In many combat identification approaches through pattern recognition, a minimum level of confidence is expected with costs associated with labeling anomalies as targets, non-targets or out-of-library. This research approaches the problem by developing a baseline, autonomous four step automatic target recognition (ATR) process: 1) anomaly detection, 2) spectral matching, 3) out-of-library decision, and 4) non-declaration decision. The implementation of Multi-Aircraft Control (MAC) for use with Remotely Piloted Aircraft (RPA) has resulted in the need of a platform to evaluate interface design. The Vigilant Spirit Control Station (VSCS), developed by the Air Force Research Laboratory, addresses this need by permitting the rapid prototyping of different interface concepts for future MAC-enabled systems. Congestion on roadways and high level of uncertainty of traffic conditions are major considerations for trip planning. The purpose of this research is to investigate the characteristics and patterns of spatial and temporal correlations and also to detect other variables that affect correlation in a freeway setting. 5-minute speed aggregates from the Performance Measurement System (PeMS) database are obtained for two directions of an urban freeway – I-10 between Santa Monica and Los Angeles, California. This study contributes to the literature by integrating agility in knowledge management (KM) operations, especially in military environments via major findings of (a) introducing a new approach to KM with integration of 'agility'; (b) articulating the application of an enhanced process of Agile Knowledge Management (AKM) across the military. The purpose of the study is to explore the conceptual background of agility in KM, re-conceptualize it and extend it to military applications with a special focus on counterinsurgency (COIN).
