This chapter introduces the role of the knowledge gatekeeper as a mechanism by which knowledge is created and transferred in a networked environment. Knowledge creation and transfer are essential for building a knowledge based economy. The chapter considers obstacles that inhibit this process and argues that leading firms create a shared socio-cultural context that enables the condivision of tacit meanings and codification of knowledge. This paper reviews the algorithms used by Vector Signal Analyzers to measure Modulation Error Ratio (MER) and derives the explicit functional dependence of measured MER on phase noise of digital transmitters. The modulation error model is introduced and the analytical expression for key estimated parameters required to obtain MER measure are derived. The essential elements of algorithms employed by MER measurement instruments to estimate amplitude scale, frequency offset, and initial phase intercept and the resulting MER are identified. The purpose of this thesis is to develop a system dynamics model of leader emergence. Longitudinal social network and personality data were collected in a class of enlisted military professionals attending a 6-week leadership development course. Findings support known relationships in existing leadership research. The thesis demonstrates the applicability of system dynamics toward the complex social phenomena of leader emergence.

As the primary entity responsible for new legislation, Congress is capable of enacting legislation that may affect future market returns. To examine potential effects, the percentage of the House of Representatives and Senate controlled by a political party is examined. Additionally, the effect on returns in a change in the percentage of seats gained or lost in Congressional elections is analyzed. To test both theories, a modified “partisan view” model is adopted. Results point to the fact that equity markets perform better in situations in which power is distributed between political parties.

This investigation contributes empirical results of differences identified in key project stakeholders with respect to their use of knowledge transferred across projects. Gender and role were the two individual characteristics investigated. Project managers and members of project teams were the key stakeholders analyzed. Data was collected from 71 closed projects using a survey composed of closed-ended questions. The data collected was cross tabulated and statistically analyzed using Friedman's test and Spearman's correlation. These partnerships enable the transfer of leading-edge technology developed in universities to industrial firms.
