Shippers and recipients expect transportation companies to provide more than just the movement of a package between points; certain information must be available to them as well, to enable forecasts and plans within the supply chain.

The transportation companies also need the information flow that undergirds a transportation grid, to support ad-hoc routing and strategic structural re-alignment of business processes.

In a reverse auction buyers state the item they wish to buy and the sellers compete with each other for the sale, driving the price steadily down until no seller is willing to go any lower. The information revolution has brought forth new and improved capabilities to rapidly disseminate and employ information in decision-making. These capabilities are critical to the civilian and military infrastructures of the United States, and act as force enhancers and enablers for the Armed Forces. These capabilities, however, often rely upon systems interconnected throughout the world, resulting in potentially increased vulnerability to attack.
