Dickey-Lincoln School Lakes Project
The principal objective of this study is to identify the major types and intensity of social and economic impacts anticipated with the proposed pre-construction, construction, operation and maintenance of the Dickey-Lincoln transmission line. In order to address the types of anticipated impacts it was necessary to first develop a socio-economic profile of the affected area.

Dickey-Lincoln School Lakes Project
Revised draft combines data previously published in two separate impact statements prepared by the corps relating to the dams, reservoirs and power plants and by the U. S. Department of Energy for transmission facilities to link the St. John River development to the New England power grid. The latter agency is responsible for the marketing and distribution of power generated at federally-financed installations.

Dickey-Lincoln School Lakes Project
The U.S. Departments of the Interior and Energy have conducted system planning, location, and environmental studies for the trans-mission facilities required for the Dickey-Lincoln School Hydroelectric project. These studies of many alternate routes have resulted in iden-tification of a proposed transmission line route and an environmental impact statement, as required by the National Environmental Policy Act of 1969. This report, one of several prepared under contract to the DOE by various consultants, is published as an appendix to that statement. Appendix F, Geotechnical Impact Study (two volumes, the second being a map volume), documents a study performed by E. C. …

Dickey-Lincoln School Lakes Project
This report identifies alternative corridors of land within which transmission lines could be routed and details various impacts on the environment which would be associated with introduction of transmission facilities. Many alternative corridor locations were identified (see Figure 1-1). Identification of these alternative transmission corridors was a complex process, since the number of potential corridors capable of connecting the various substations was myriad; the 'least desirable' potential corridors, i.e., those where transmission facilities might have entailed severest impacts on the environment, had to be eliminated from consideration before alternative corridors could be delineated. Identified alternative corridor locations were subsequently evaluated …

Dickey-Lincoln School Lakes Project
The responsibility for marketing federally generated power (under provisions of the Flood Control Act of 1944) was transferred from the Department of the Interior to the newly formed Department of Energy. The power transmission portions of the Dickey- Lincoln School Lakes Project were included in that transfer. The U.S. Department of the Interior and Energy have conducted system planning, location, and environmental studies for the transmission facilities required for the Dickey-Lincoln School Hydroelectric Project. These studies of many alternate routes have resulted in identification of a proposed transmission line route and an environmental impact statement, as required by the National …

Dickey-Lincoln School Lakes Project
The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. More importantly, project plans should be evaluated in a "manner calculated to encourage harmony between man and his environment." In other words, project plans or …

Dickey-Lincoln School Lakes Project
This study is to assess the effects or impacts of construction and operation of the Dickey-Lincoln hydroelectric project upon the people in the St. John Valley, Maine, and New England. Having determined the effects of the project, a second objective is to discuss mitigation of defined adverse impacts. More specifically, this study attempts to identify adverse impacts and deal with how to minimize such impacts if at all possible.

Dickey-Lincoln School Lakes Project
The regional scope of this study (a three state area of approximately 33,000 square miles) necessitated an initial investigation to determine what data was available. Known and potential sources of data were identified through the use of the Environmental Data Reconnaissance Report* prepared by Comitta Frederick Associates for the United States Depart-ment of the Interior in March 1976. The collected data was then analyzed for its accuracy, reliability, mappability and compatibility with the scope of this study.

Dickey-Lincoln School Lakes Project
This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. Of the five plans, the recommended plan, which calls for the lines to be suspended from a single row of …

Dickey-Lincoln School Lakes Project
This report completes phase one of the study. It is intended to fill the need, recognized at the outset, for a broad framework within which subsequent more detailed study at the project level might take place. It is an overview of physical hydropower potential in the context of energy and water resources and demands, energy economics, and federal policy, organization, and practices pertaining to hydropower development and marketing.

Dickey-Lincoln School Lakes Project
This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.
