This paper contends that Maritime Domain Awareness Center (MDAC) design should be a holistic approach integrating established knowledge about human factors, decision making, cognitive tasks, complexity science, and human information interaction. The design effort should not be primarily a technology effort that focuses on computer screens, information feeds, display technologies, or user interfaces. The existence of a room with access to vast amounts of information and wall-to-wall video screens of ships, aircraft, weather data, and other regional information does not necessarily correlate to possessing situation awareness. Fundamental principles of human-centered information design should guide MDAC design and technology selection, and …

The academia and industry have been pursuing network-on-chip (NoC) related research since two decades ago when there was an urgency to respond to the scaling and technological challenges imposed on intra-chip communication in SoC designs. Like any other research topic, NoC inevitably goes through its life cycle: A. it started up (2000-2007) and quickly gained traction in its own right; B. it then entered the phase of growth and shakeout (2008-2013) with the research outcomes peaked in 2010 and remained high for another four/five years; C. NoC research was considered mature and stable (2014-2020), with signs showing a steady slowdown. …

Problem definition: Recently, there has been a rapid rise of on-demand ride-hailing platforms, such as Uber and Didi, which allow passengers with smartphones to submit trip requests and match them to drivers based on their locations and drivers’ availability. This increased demand has raised questions about how such a new matching mechanism will affect the efficiency of the transportation system—in particular, whether it will help reduce passengers’ average waiting time compared with traditional street-hailing systems. Excerpt: Limited facilities operating and modernization budgets require organizations to carefully identify, prioritize and authorize projects to ensure allocated resources align with strategic objectives. Traditional facility prioritization methods using risk matrices can be improved to increase granularity in categorization and avoid mathematical error or human cognitive biases. These limitations restrict the utility of prioritizations and if erroneously used to select projects for funding, they can lead to wasted resources. This paper aims to propose a novel facility prioritization methodology that corrects these assessment design and implementation issues.

We consider a multi-period lot-sizing problem with multiple products and multiple suppliers. Demand is deterministic and time-varying. The objective is to determine order quantities to minimize the total cost over a finite planning horizon. This problem is strongly NP-hard. For a special case, we extend the classical zero-inventory-ordering principle and solve it by dynamic programming. Based on this new extension, we also develop a heuristic algorithm for the general problem and computationally show that it works well.

The growing population in cities and booming e-commerce activities create huge demand for urban last-mile delivery, exerting intense pressure on the cities' well-being. To keep congestion and pollution under control, a consolidator can operate an urban consolidation center (UCC) to bundle shipments from multiple carriers before the last-mile delivery. Alternatively, the consolidator can operate a peer-to-peer platform for the carriers to share delivery capacity. We provide guidance for the consolidator to choose between these two business models by comparative analysis. The main aim of this study is to analyse the joint effects of customer segmentation, borrowers' characteristics and modelling techniques on the classification accuracy of a scoring model for agribusinesses. To this end, we used data provided by a Chilean company on 161,163 loans from January 2007 to December 2013. We considered random forest, neural network and logistic regression models as analytical methods. Regarding the borrowers' profiles, we examined the effects of socio-demographic, repayment-behaviour, agribusiness-specific and credit-related variables. The Air Force software development environment is experiencing a paradigm shift. The 2019 Defense Innovation Board concluded that speed and cycle time must become the most important software metrics if the US military is to maintain its advantage over adversaries.1 This article proposes utilizing a cost-of-delay (CoD) framework to prioritize projects toward optimizing readiness. Cost-of-delay is defined as the economic impact resulting from a delaying product delivery or, said another way, opportunity cost. In principle, CoD assesses the negative impacts resulting from changes to the priority of a project.

The defense shipbuilding and repair industry is a labor-intensive sector that can be characterized by low-product volumes and high investments in which a large number of shared resources, technology, suppliers, and processes asynchronously converge into large construction projects. It is mainly organized by the execution of a complex combination of sequential and overlapping stages. While entities engaged in this large-scale endeavor are often knowledgeable about their first-tier suppliers, they usually do not have insight into the lower tiers suppliers. Research on merging lines is expanding as their use grows significantly in the contexts of remanufacturing, reverse logistics and developing economies. This article is the first to study the behavior of unpaced, reliable, and unreliable merging assembly lines that are deliberately unbalanced with respect to their coefficients of variation (CV). Conducting a series of simulation runs with varying line lengths, buffer storage capacities and unbalanced CV patterns delivers intriguing results. For both reliable and unreliable lines, the best pattern for generating higher throughput is found to be a balanced configuration (equal CVs along both parallel lines), except for unreliable lines …
