Over 28 million Americans have diabetes or pre-diabetes. Every 33 seconds someone dies of heart disease, claiming more lives than AIDS and all forms of cancer combined. Falls are the leading cause of fatal and non fatal injuries to elderly people.

These problems require constant supervision and frequent treatments to keep a patient stable, and they all become more serious with age. People with diabetes, heart conditions, or other debilitating conditions need frequent check-ups, and are always in danger of accidents. They also often need frequent doses of medicine.

When teaching PLC classes in the distance-education (DE) program, one of the main problems is to provide hands-on experience to students. This is because students can only use design software to complete their homework and lab problems without being able to touch PLCs or wire ladder logic diagrams. In this paper, the authors develop a virtual laboratory to help DE students gain hands-on wiring experience in the automation control classes. The development significantly shortens the gap on the issue of hands-on experience between on-campus students and DE students. It is rare to engineer a purely mechanical design that does not incorporate electrical and electronic components. Developing partnerships between high schools, community colleges and universities is critical for the successful transitions to a lifelong STEM careers. How do you develop these partnerships? The sharing of a technology platform such as autonomous vehicles can bridge the gap by using a common core group of materials. The project is in the middle stages of the implementation. There seems to be a positive attitude of learning and using of the training system and curriculum package by all project staffs. Microchip, Inc. and microEngineering Labs, Inc. have donated supplies to support the hardware and software development for this project. The next objectives are team training, recruitment of interested trainees/teachers to participate in training for summers 2014, and assess the effectiveness of the implementations with teachers and students. It is generally believed that it is too challenging to deliver technical laboratory courses using distance learning technologies. The focus of this research was to develop strategies that may be used to address these challenges. A research team composed of faculty from several universities and community colleges explored what might be needed to make these types of technical laboratory course instruction possible using distance learning technologies. Legal issues increasingly arise in increasingly complex technological contexts. Prominent recent examples include the Stop Online Piracy Act (SOPA) and the Protect Intellectual Property Act (PIPA), network neutrality, the increasing availability of location information, and the NSA’s surveillance program. Other emerging issues include data privacy, online video distribution, patent policy, and spectrum policy. In short, the rapid rate of technological change has increasingly shown that law and engineering can no longer remain compartmentalized into separate spheres.
