Automatic Generation Control (AGC) is a key control system utilized in electric power systems. AGC uses frequency and tie-line power flow measurements to determine the Area Control Error (ACE). ACE is then used by the AGC to adjust power generation and maintain an acceptable power system frequency. Attackers might inject false frequency and/or tie-line power flow measurements to mislead AGC into falsely adjusting power generation, which can harm power system operations. Critical infrastructure such as a Bulk Power System (BPS) should have some quantifiable measure of resiliency and definite rule-sets to achieve a certain resilience value. Industrial Control System (ICS) and Supervisory Control and Data Acquisition (SCADA) networks are integral parts of BPS. BPS or ICS are themselves not vulnerable because of their proprietary technology, but when the control network and the corporate network need to have communications for performance measurements and reporting, the ICS or BPS become vulnerable to cyber-attacks. Disturbance analysis is essential to the study of the power transmission systems. Traditionally, disturbances are described as megawatt (MW) events, but the access to data is inefficient due to the slow installation and authorization process of the monitoring device. In this paper, we propose a novel approach to disturbance analysis conducted at the distribution level by exploiting the frequency recordings from Frequency Disturbance Recorders (FDRs) of the Frequency Monitoring Network (FNET/GridEye), based on the relationship between frequency change and the power loss of disturbances - linearly associated by the Frequency Response.
