This report draws on data from around the United States to describe the features of a successful railway/highway at-grade crossing management program; it emphasizes the highway/trackbed structures and crossing surfaces. Developing a structurally adequate crossing system is imperative, as this will produce a smooth surface and a stable highway/trackbed that prolongs crossings’ lifespans while keeping maintenance costs low and minimizing the number of disruptions encountered by highway and railway traffic. An overview of the guidance issued by several transportation agencies and organizations to facilitate the design and construction of railway/highway at-grade crossings is included here. Effect Of Enhanced Trackbed Support On Railway/Highway At-Grade Crossing Performance, Jerry G. Rose, Brett R. Malloy

Kentucky Transportation Center Research Report

This report documents the long-term performance of 89 railway/highway at-grade crossings in Kentucky and adjacent states that contain asphalt underlayment underneath the ballast. Asphalt underlayment increases load carrying capacity for trains and highway vehicles while enhancing the support structure’s waterproofing and confinement. The asphalt underlayment crossings studied were installed at sites that had historically exhibited poor performance and short service lives. Most of the crossing sites evaluated were 10-15 years old; however, their ages ranged up to 30 years. All of the crossings investigated have shown excellent performance since the installation of asphalt underlayments. No crossing failures, such as excessive …

It is well known that suspension bridges may display certain oscillations under external aerodynamic forces. Since the collapse of the Tacoma Narrows suspension bridge in 1940, suspension bridge models have been studied by many researchers. Based upon the fundamental nonlinearity in suspension bridges that the stays connecting the supporting cables and the roadbed resist expansion, but do not resist compression, new models describing oscillations in suspension bridges have been developed by Lazer and McKenna [Lazer and McKenna (1990)]. Executive Summary This report describes best practices and tools to streamline and expedite utility relocations when they are required as part of road construction projects. As part of this effort, a research team from the Kentucky Transportation Center (KTC) conducted extensive qualitative research that involved mapping current practices at the Kentucky Transportation Cabinet (KYTC) and reviewing utility manuals from KYTC and other state transportation agencies. The KTC research team also conducted in-depth interviews with KYTC engineers and staff as well as representatives from utility companies (UCs). An ideal Railway/Highway At-Grade Crossing Management program involves selecting costeffective practices when designing new crossings and rehabilitating existing crossings. This report outlines two strategies to enhance KYTC’s existing program. First, it describes a process that uses decision-option diagrams to optimize the assessment and implementation of engineering solutions in order to restore desired smoothness, minimize settlement in the postconstruction phase, and foster acceptable long-term performance of crossings following their rehabilitation. Decision-option diagrams rely on assessments that are site-specific and based on historical performance, the present observed performance and condition, and the measureable parameters specific to particular crossings. The inland waterway system of the U.S. is a vital network for transporting key goods and commodities from the point of production to manufacturers and consumers. Shipping materials via the inland waterways is arguably the most economical and environmentally friendly option (compared to hauling freight by trains or railways). The inland waterway system is a vital part of the nation’s multi-modal freight network. Although less visible than other modes, inland waterways allow shippers to transport bulk commodities in a relatively cheap and environmentally-friendly method. To ensure this transportation mode remains a feasible option and accommodates growth, it must continue to be safe, efficient, and functional. This synthesis provides comprehensive perspective on the financial prospects of the inland waterways system. It analyzes current funding levels, along with proposed funding changes and reforms.

Cracked pavement slabs lead to uncomfortable and eventual unsafe driving conditions for motorists. Replacement of cracked pavement slabs can interrupt traffic flow in the form of lane closures. In Florida, the traffic demands are high and pavement repairs need to be carried out swiftly typically using concrete with high cement contents and accelerators to create rapid setting and strength gain. The concrete used in these pavement replacements is usually accompanied by a high temperature rise, making the replaced slabs susceptible to cracking. Cracking is a result of developed tensile stresses in the concrete, which exceed the concrete's tensile strength capacity. …

Personal transport is a leading contributor to fossil fuel consumption and greenhouse (GHG) emissions in the U.S. The U.S. Energy Information Administration (EIA) reports that light-duty vehicles (LDV) are responsible for 61\% of all transportation related energy consumption in 2012, which is equivalent to 8.4 million barrels of oil (fossil fuel) per day. The carbon content in fossil fuels is the primary source of GHG emissions that links to the challenge associated with climate change. Diesel use on farms in the United States has remained relatively constant since 1985, decreasing slightly in 2009, which may be attributed to price increases and the economic recession (Figure 1). During this time, the United States’ harvested area also has remained relatively constant at roughly 300 million acres. In 2010, farm diesel use was 5.4% of the total United States diesel use. Crops accounting for an estimated 65% of United States farm diesel use include corn, soybean, wheat, hay, and alfalfa, respectively, based on harvested crop area and a recent analysis of estimated fuel use by crop (Figure 2).1 …

This report documents an analysis of traffic crash data in Kentucky for the years of 2009 through 2013. A primary objective of this study was to determine average crash statistics for Kentucky highways. Rates were calculated for various types of highways and for counties and cities. Difference criteria were used for exposure.

Average and critical numbers and rates of crashes were calculated for various types of high ways in rural and urban areas. This project involved an evaluation of the codes which relate to roadway contributing factors. This included a review of relevant codes used in other states. Crashes with related codes were summarized and analyzed. A sample of crash sites was inspected to evaluate the accuracy and consistency of the data being evaluated.

The results of the study are recommendations for a coding format to enable accurate and consistent data concerning the roadway as it affected the crash as well as examples of areas of training to improve the accuracy and consistency of the data.

Long popular in northern Europe, protected bike lanes, also known as "cycle tracks" or "separated bike lanes," are seeing increased interest in the United States. One of the primary benefits of protected bike lanes is that they may provide a higher level of comfort than a standard bike lane that is only delineated by an inches-wide painted stripe. In 2012 it was discovered that roughly 4 miles of interstate median barrier along Interstate 540 had rapidly deteriorated. After the initial inspection, a sample was submitted for analysis, and found to contain evidence of alkali-silica reaction (ASR). A research program was implemented with the goal of determining the cause of ASR and developing a program for mitigating the ongoing deterioration. The median barrier had not deteriorated equally throughout the 4 miles, and the level of damage varied considerable throughout the length.
