This thesis presents a compilation of papers exploring passenger car and bicycle speeds through their interactions with each other and with urban roadway factors.

First, following a concern raised in part of the traffic literature that a large mode shift toward bicycling may cause travel time delays and potentially exacerbate congestion instead of alleviate it unless bicycle lanes are installed, an empirical study detailing how the presence of bicycles on urban roads without bicycle lanes may affect passenger car speeds is presented. Traffic incident analysis is a crucial task in traffic management centers (TMCs) that typically manage many highways with limited staff and resources. An effective automatic incident analysis approach that can report abnormal events timely and accurately will benefit TMCs in optimizing the use of limited incident response and management resources. Performance metrics have typically focused at two main scales: a microscopic scale that focuses on specific locations, time-periods, and trips; and, a macroscopic scale that averages metrics over longer times, entire routes, and networks. When applied to entire transit systems, microscopic methodologies often have computational limitations while macroscopic methodologies ascribe artificial uniformity to non-uniform analysis areas. These limitations highlight the need for a middle approach.

The United States is a megadiverse nation with a transportation system that, for decades, was designed to serve primarily able-bodied, white, male motorists. This legacy creates a situation in which varying socio-demographic groups experience the transportation system differently with contrasting safety, accessibility, and convenience outcomes. This project introduces descriptive statistics and binary logistic models that provide transportation professionals and policy makers with a quantitative understanding on how, why, and when certain socio-demographic groups are more likely to engage in a trip. This research project investigates the replicable characteristics, policies, and practices of successful metropolitan areawide public transportation networks that contribute to high usage and make transit an effective competitor to the private motor vehicle. The research method involves the qualitative and quantitative analysis of ten international (non-U.S.) case studies. The principal methods employed were web-based research and data collection, as well as telephone interviews with transit agency staff or regional planners as needed. The case studies were limited to developed western countries with similar metropolitan conditions to those in the United States.

This dissertation explores, identifies, and evaluates a multitude of factors significantly affecting motor vehicle crashes involving pedestrians and bicyclists, commonly defined as vulnerable road users (VRUs). The methodologies are guided by the concept of safe behavior of different parties that are primary responsible for a crash, either a pedestrian, a bicyclist or a driver, pertaining to roadway design, traffic conditions, land use and built environment variables; and the findings are beneficial for recommending targeted and effective safety interventions.

Authors of this research developed a traffic simulation model for the downtown San Jose network and evaluated five different street redesign and travel demand combinations. This model aids understanding of network-wide effects of changes in street design for local and regional agencies who are interested in implementing complete streets and/or one-way to two-way conversion. The base network may be altered to model and evaluate other complete streets (e.g., road diet) and tactical urbanism (e.g., farmer’s market on city streets on certain days of the week) scenarios. Using New Orleans as a case study, this thesis explores the conflation of vehicle probe data with various vessel datasets to characterize the interactions between container vessels and motor vehicles as it relates to interstate congestion in a port city. The case study investigates the impact of container vessel presence/size, fluctuations in container volumes, and container on barge services on roadway congestion. The exploration relies on comparing different conditions using cumulative distribution functions and the Innovative Trend Analysis. Classification of vehicles into distinct groups is critical for many applications, including freight and commodity flow modeling, pavement management and design, tolling, air quality monitoring, and intelligent transportation systems. The Federal Highway Administration (FHWA) developed a standardized 13-category vehicle classification ruleset, which meets the needs of many traffic data user applications. However, some applications need high-resolution data for modeling and analysis. For example, the type of commodity being carried must be known in the freight modeling framework. The Virginia Department of Transportation (VDOT) has purchased a subscription to the StreetLight (SL) Data products that mainly offer origin-destination (OD) related metrics through crowdsourcing data. Users can manipulate a data source like this to quickly estimate origin-destination trip tables. In many communities’ sidewalks are discontinuous, inaccessible to those with physical disabilities, and poorly maintained. Correcting these problems would be a first step in providing infrastructure to achieve the active travel and related transportation goals of many communities. Vehicle traffic is responsible for a significant portion of toxic air pollution in urban areas that has been linked to a wide range of adverse health outcomes. Most vehicle air quality analyses used for transportation planning and health effect studies estimate exposure from the measured or modeled concentration of an air pollutant at a person’s home.
