Urban arterials are characterized by frequent intersections. Queue length and delay are the two primary measures of performance of intersection. These measures play a primary role in determining the arterial performance. This article presents a methodology to determine the number of vehicles in queue at a signalized intersection for under saturated traffic conditions. The results obtained were validated using actual values that are manually extracted. The root-mean-square error is of the range 1.3 vehicles for estimation of number of vehicles in queue. The various aspects that have to be considered in accurate estimation of performance measures are also discussed.

Researchers have conducted numerous studies comparing project performance of design-bid-build (DBB) and design-build (DB) highway projects. However, little research has been done to compare the performance of DB and construction manager/general contractor (CM/GC) highway projects. Therefore, an exploratory study was conducted to compare the performance of 55 DB and 34 CM/GC highway projects from various States Departments of Transportation (DOTs) in terms of cost, change orders, and construction intensity. The results showed that contract award cost growth was significantly lower in DB projects than in CM/GC projects. In contrast to this, the total cost growth of DB projects was higher …

In 2010, 51,664 crashes occurred in Nevada. Only about 9% of those crashes occurred in rural areas of the state. However, if only fatal crashes are considered, 41% of those fatal crashes occurred in rural areas. Generally, speed zones are provided in towns along rural highways to reduce speed-related crashes. However, a guideline is necessary for a consistent procedure to setup speed zones throughout the state. The main objectives of this study are to determine factors associated with crashes and to identify the best practices for setting up speed zones in towns along rural highways.

The accurate modeling of travelers’ route choice decision making when faced with unreliable (risky) travel times is necessary for the assessment of policies aimed at improving travel time reliability. Due to recent budget and fiscal constraints, it is ever more imperative for transit agencies to manage their fleets in an optimal way. Fleet data have consistently shown that bus operational and maintenance (O&M) per-mile costs increase as buses age. From a purely economic perspective, there is a cost tradeoff between the lower O&M costs of newer fleets and their higher initial capital costs. This tradeoff has a significant impact on the optimal timing of purchase and replacement decisions. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). The Oregon Department of Transportation (ODOT) has developed a data-collection system – Truck Road Use Electronics (TRUE) – to simplify WMT collection. The TRUE system includes a smart phone application that collects and records Global Positioning System (GPS) data. The TRUE data has enormous advantages over GPS data used in previous research due to its level of geographic detail and the potential to also integrate trip origin and destination, vehicle class, and commodity-type data. This study proposes a methodology to calibrate microscopic traffic flow simulation models. The proposed methodology has the capability to calibrate simultaneously all the calibration parameters as well as demand patterns for any network topology. These parameters include global and local parameters as well as driver behavior and vehicle performance parameters; all based on multiple performance measures, such as link counts and speeds. Demand patterns are included in the calibration framework in terms of turning volumes.

Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Georgia Tech is deploying an Android tablet application to automatically generate spatial sidewalk inventories, automatically assess sidewalk quality, and prioritize sidewalk repairs. Identifying factors that affect crash injury severity and understanding how these factors affect injury severity is critical in planning and implementing highway safety improvement programs. Factors such as driver-related, traffic-related, environment-related and geometric design-related were considered when developing statistical models to predict the effects of these factors on the severity of injuries sustained from motor vehicle crashes at merging and diverging locations. The following paper presents findings from a qualitative study conducted on board of two merchant vessels. Interviews and observations have been used to obtain insights in how safety is defined and promoted by the personnel working on board. The merchant vessel, the crew and the single mariner are identified to be part of a socio-technical system displaying three levels of system aggregation; person-centred, crew-centred, and vessel-centred. Transportation macroscopic modeling is a tool for analyzing and prioritizing future transportation improvements. Transportation modeling techniques continue to evolve with improvements to computer processing speeds and traffic data collection. These improvements allow transportation models to be calibrated to real life traffic conditions. The transportation models rely on an origin-destination (OD) matrix, which describes the quantity and distribution of trips in a transportation network. Damage in pile supported structures due to liquefaction and liquefaction induced deformation were reported in past earthquakes around the world (e.g., Ansal et al. 1999; Seed et al. 1990; EERI 2010, EERI 2011; GEER 2010a, GEER 2010b, GEER 2011). For example, a reconnaissance report from a recent subduction zone event, the 2010 Chile earthquake (Mw=8.8), showed the pervasive nature of liquefaction and liquefaction-induced lateral spreading damage to bridge foundations (GEER 2010a, Yen et al. 2011). Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The main focus of this research will be to expand the use of the PDV data to further understand the safety risks associated with the type of pavement and each individual PDV by analyzing the likelihood of having a rear-end and/or injurious crash, given that a crash occurs.

Freight transportation is an important part of Oregon’s economy, and the Oregon Department of Transportation, or ODOT, continually observes the highway system to make sure it is running as smoothly as possible. By monitoring the progress of individual trucks, ODOT can obtain performance metrics such as travel time, travel delays, and origin-destination flows. This information can help identify slow passages or bottlenecks in the highway system. Typical ways of obtaining these metrics, however, may involve purchasing expensive equipment, and may also raise privacy concerns if each truck is required to carry a tracking unit. This study represents a first attempt to answer a few of the questions that have arisen concerning multimodal transportation investments and the impacts of mode shifts on the business community. This research aims to merge the long history of scholarly work that examines the impacts of the built environment on non-work travel with the relatively new interest in consumer spending by mode of travel. In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. This study estimates the size and distribution of the population living near high volume roads in the US, investigates race and income disparities in these near roadway populations, and considers the coverage of the national ambient air quality monitoring network. Every US census block is classified by traffic density and proximity to roads falling within several traffic volume ranges using year 2008 traffic data and the 2010 and 2000 US Census. The study described in this paper evaluated and tested a new strategy to enable emergency response vehicles (EVs) to navigate through congestion at signalized intersections more efficiently. The proposed strategy involves the use of vehicle-to-vehicle communication to send messages to alert vehicles to the approach of the EV and to provide specific instructions on maneuvering to allow the EV to proceed through congested signalized intersections as quickly as possible.
