The commercial fishing industry is frequently described as one of the most hazardous occupations in the United States. The objective, to maximize the catch, is routinely challenged by a variety of elements due to the environment, the vessel, the crew, and how they interact with each other. This study developed and evaluated a version of Wiegmann and Shappell’s (2003) Human Factors Analysis and Classification System (HFACS), specifically for commercial fishing industry vessels (HFACS-FV), using data from ten years of fatal fishing vessel accidents. For this study, the accident investigation information was converted into the HFACS-FV format by independent raters and …

"The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

The Resilient City: A Platform For Informed Decision-Making Process, Paul Niculescu-Mizil Gheorghe, Jarutpong Vasuthanasub, Adrian Gheorghe Jan 2019

As over half of the world’s inhabitants lives in metropolises, the rapid growth in urbanization has made cities becoming more and more exposed and vulnerable to a broad spectrum of threats and hazards. In order to respond to such difficulties, a concept of resilience is considered a significant component for the long-term planning and sustainable development of the cities. “Resilient City” is a new paradigm that challenges the idealistic principle of stability and resistance to change implicitly in sustainable development and success. However, building a resilient city requires a holistic approach, as well as the appropriate adoption of knowledge and …

Project-Risk Management And Decision Analysis In Maritime Maintenance And Repair, Michael C. Plumb, C. Ariel Pinto, Rafael Landaeta, Resit Unal, Thomas Murphy Jan 2012

Project-Risk Management And Decision Analysis In Maritime Maintenance And Repair, Michael C. Plumb, C. Ariel Pinto, Rafael Landaeta, Resit Unal, Thomas Murphy

The purpose of this paper is to provide insights regarding the implementation of using Project Risk Management (PRM) and Decision Analysis (DA) in managing projects for complex systems such as maritime vessels. The PRM approach apprehends many forms of risk both internal and external within a given project and assists the manager in determining the level of importance of each individual project phase and component to optimize project success. Ship Maintenance and Repair project decision-making requires that risk management and risk analysis techniques be applied in order to guide management in making better decisions to meet ship service life perspective. …
