Cost and schedule overruns are endemic features of transport infrastructure projects. Despite the considerable amount of research within the field of transport and planning in the past thirty years, limited progress has been made to improving the performance of projects. We contend that this will continue to be an issue as long as research efforts focus on the ‘outside view’ with emphasis being placed upon strategic misrepresentation and optimism bias. Purpose – The purpose of this paper is to review the normative literature in regard to public-private partnerships (PPPs) and their evaluations, and attempts to investigate whether the Performance Prism is a feasible framework for effective PPP performance measurement. Design/methodology/approach – An in-depth and critical literature review is conducted in this study. Discussion concentrates on PPP features, performance measurement in PPPs, performance measurement in construction, and characteristics of the Performance Prism. The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest. In 2010, 51,664 crashes occurred in Nevada. Only about 9% of those crashes occurred in rural areas of the state. However, if only fatal crashes are considered, 41% of those fatal crashes occurred in rural areas. Generally, speed zones are provided in towns along rural highways to reduce speed-related crashes. However, a guideline is necessary for a consistent procedure to setup speed zones throughout the state. The main objectives of this study are to determine factors associated with crashes and to identify the best practices for setting up speed zones in towns along rural highways.

The following paper presents findings from a qualitative study conducted on board of two merchant vessels. Interviews and observations have been used to obtain insights in how safety is defined and promoted by the personnel working on board. The merchant vessel, the crew and the single mariner are identified to be part of a socio-technical system displaying three levels of system aggregation; person-centred, crew-centred, and vessel-centred. Transaction costs (TCs) must be taken into account when assessing the performance of policy instruments that create markets for the diffusion and commercialization of low-carbon technologies (LCTs). However, there are no comprehensive studies on the development and application of transaction cost analysis to LCTs. In this meta-analysis, a wide-ranging evaluation of TCs associated with energy efficiency, renewable energy, and carbon market technologies is provided. The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats.
