The United States Air Force uses aircraft flight simulators for pilot training and mission rehearsal. They use a variety of simulators for this task ranging with prices ranging from $400,000 to $30,000,000. These simulators have specialized hardware that restricts reuse of their components and increases maintenance costs. Air Education and Training Command wants to reduce simulators cost and improve availability to the operational commands by supporting research in virtual reality flight simulators. The purpose of this thesis was to undertake a systematic, scientific study of the accuracy of Air Force published fuel factors to estimate fuel costs at MAJCOM level by mission, design, and series (MDS) since the implementation of the Fuels Automated Management System (FAMS) under the current environment of decentralized aviation fuel (AVFUEL) funding. The research found that, at MAJCOM level, the use of USAF published AVFUEL factors in estimating out-year costs would have overstated costs in both fiscal year (FY) 1994 and FY 1995 by $2.5 M (FY 1994), by $.25 M (FY 1995), and may potentially understate costs …

Focusing on the dynamic scheduling problem that arises during management of airlift assets into space-constrained airfields during a crisis, this research explains the conditions surrounding this event, discusses several areas of potential cross-functional applications, presents analysis of current performance, and provides several modeling possibilities for schedule efficiency. This study describes the prioritization schemes utilized in the Air Force logistics reparable pipeline. The reparable pipeline is defined and illustrated with flowcharts. A literature review examines previous research conducted on the reparable pipeline, including analytic and conceptual pipeline models, and pipeline management studies. In addition, the topic of prioritization as defined in the production/operations management academic discipline is reviewed. Prioritization schemes of the reparable pipeline are reported in tabular format in addition to descriptions of the various prioritization schemes. This study evaluated the value of the Civil Reserve Air Fleet (CRAF) program to the DoD and explored the amount that could be spent to remove potential obstacles to participation with aviation insurance and lost market share. In comparing the value of the CRAF and the cost of current incentives, it was determined that up to $1.4 million could be spent on additional incentives, annually. For multiple aircraft losses and liability claims, the Air Force would need to tap into the Defense Business Operating Fund. This research analyzes the effects of situational constraints on individual performance within an Air Force Aerial Port squadron. Situational constraint research originated with laboratory studies by Peters and O'Connor in 1980 and was investigated in an Air Force field environment in 1984; mixed results were obtained. Laboratory studies identified direct performance inhibitors (Peters et al., 1980); however, field studies found little correlations with job performance (Kane, 1981; O'Connor et al., 1984a). Data collected in June 1995 (Dougherty, 1995) and March 1996, in this study, were used to accomplish a longitudinal analysis. Correlations between constraints and performance were also low in …

The purpose of this thesis was to assess user requirements for an automated information system to support programmed depot maintenance (PDM). To accomplish this, the Integrated Technical Information for the Air Logistics Centers (ITI-ALC) program's rapid prototype was evaluated. The evaluation focused on users' perception of how well the prototype met system and human computer interface requirements for PDM technicians and managers. This research investigated the deployment footprint of a developing dual-role fighter, the Joint Strike Fighter (JSF). This thesis documents the creation of a point estimate linear equation and a spreadsheet model for deployment footprint analysis and provides three example applications of the spreadsheet model for the JSF. The development of the model focused towards direct application in the JSF acquisition process, however, this research also serves as a proof of concept for modeling any future weapon system's deployment footprint. This research evaluated the effects of perturbations in time phased force deployment data (TPFDD) on airlift system performance. Four characteristics of two TPFDD files were perturbed according to a 2(4-1) fractional factorial experimental design and then fed into the Airlift Flow Module (AFM) simulation. Specifically, small, constrained perturbations were made to the specified locations, the timeline, the amounts of cargo and passengers, and the proportion of outsize and oversize cargo categories. The effects these perturbations had on AFM output were interpreted using factor analysis. In an effort to provide a timely and reasonably accurate methodology for determining C-130 intratheater airlift requirements, this research concentrated on a rough-cut capacity approach using a straight forward linear programming spreadsheet model. To provide more detailed analysis, a more sophisticated linear program was investigated. Specifically, the spreadsheet model calculated the minimum number of C-130s required to carry required cargo, passenger, and aeromedical loads based on user-defined daily requirements. The Aircraft Availability Model (AAM) provides the Air Force with a worldwide peacetime requirement for reparable spare parts. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. Three separate modeling techniques are investigated with the goal of reformulating the AAM as a mathematical programming model that provides a comparable solution and a capable tool for the conduct of sensitivity analysis.
