The Aeronautics Education, Research, and Industry Alliance (AERIAL), which began as a comprehensive, mufti-faceted NASA EPSCoR 2000 initiative, has contributed substantially to the strategic research and technology priorities of NASA, while intensifying Nebraska's rapidly growing aeronautics research and development endeavors. AERIAL has enabled Nebraska researchers to: (a) continue strengthening their collaborative relationships with NASA Field Centers, Codes, and Enterprises; Co) increase the capacity of higher education throughout Nebraska to invigorate and expand aeronautics research; and (c) expedite the development of aeronautics-related research infrastructure and industry in the state. The U.S. economic success was rooted in an industrial policy which had five pillars of a prosperity formula that served as a catalyst for development and growth: 1) public/private cooperation on education, 2) immigration policy, 3) infrastructure, 4) risk/capital management, and 5) government-funded scientific research. This paper considers the need for standards for the operations of small spacecraft. First, it considers a definition for what a small spacecraft is and discusses the elusiveness of this definition. Then, the paper turns to the ‘large space’ community and it examines their fears about small spacecraft as well as the operating paradigms that they are used to and how these drive their expectations for the operations of small spacecraft. This poster presents an overview of proposed regulations that are presented in [1] related to a re-vised approach to small Unmanned Aerial Vehicles (UAV) regulation in the United States. Prospective strategies for enhancing UAV regulation are consid-ered as is the pathway to develop and implement these regulations. The benefits of changing the UAV regulatory regime are discussed, on both a user/prospective user and societal scale.

The international community’s USD$150 billion (€113.94 billion) investment in the International Space Station (ISS) has produced a fraction of the scientific value that was anticipated. This paper presents a concept for how to prevent this problem from occurring for humanity’s next space station project referred to herein as Space Station 2.0. The small satellite space certainly falls within the realm of ITAR considerations. Some programs operate under the (perhaps mistaken) belief that ITAR doesn’t apply to them (or that they will never be caught). Others may assert that they are working under the basic research exemption. Still others have implemented ITAR information and facility access controls. At best, ITAR introduces a level of uncertainty regarding small satellite programs; at worst, it may be a predator lurking in the proverbial ‘tall grass’ waiting to pounce. With the national government’s focus on driving STEM-education, it is important to provide hands-on ave-nues where students can engage with, and accumulate ex-perience working directly with projects within their fields of interest. The Student Technology Emersion Satellite (STEMSat), provides an avenue for students to become in-volved in CubeSat design and development with only mi-nor hardware and monetary resources, and without being dependent on a launch.

The Simplified Technical English Maintenance Group (STEMG) recently made its Simplified Technical English (STE) specification ASD-STE100 available to the technical communication community free of charge. While STE was originally developed for the European aerospace industry, the ASD-STE100 specification has become the most widely used controlled language on the planet. The STE Term Checker is a new tool that lets users of Simplified Technical English automatically check texts for compliance with the word lists and vocabulary rules of ASD-STE100.

The paper describes a Dual Operation concept and one example of its design. The amount of information the pilot must process, already high in current Air Traffic Management (ATM) operation, will increase dramatically in the envisioned future ATM environment. New pilot functions will require new levels of automation. Thus cockpit displays must be modified in order to facilitate the pilot's future tasks and to manage the increased information available. Commercial aircraft are capable of, and in fact, do, operate at high speed (>250 knots indicated airspeed [KIAS]) at low altitude (below 10,000’ above ground level) worldwide. Design, construction and certification standards for these aircraft were developed over 40 years ago. Since the development of these standards populations of large flocking birds have increased dramatically in many parts of the world. At the 2007 Mountain Plains Library Association Leadership (MPLA) Institute, held in New Mexico, USA, eight academic librarians formed an online multi-state, multigenerational community of practice. MPLA is a twelve-state library association within the United States. Using Google Groups™, the members formed an online environment called the MPLA Community of Practice for continuing development of the leadership skills presented at the Institute. These early-career librarians represent diverse educational backgrounds and work in libraries serving varied populations with differing disciplinary emphases.

The group meets monthly with each member preparing and facilitating online discussions, complete with personal assessments, topical readings, and questions. …
