With the prospect of sequestration looming, the United States may find itself increasingly rely ing on nuclear and cy ber deterrence as an affordable means of guaranteeing national sovereignty and preventing major conflict between the U.S. and potential adversaries in the Asia-Pacific. The largest source of carbon dioxide emissions globally is the combustion of fossil fuels (coal, oil and natural gas) in power plants, automobiles, industrial facilities and other sources. Generating electricity is the single largest source of carbon dioxide emissions, representing 41% of all emissions. Since 2007 the United States has been more actively considering nuclear power as an option for developing energy. Motor Operated Valves (MOVs) are electro-mechanical components used to isolate, divert, or introduce fluid flow. The use of microprocessor relays for actuator motor electrical protection within nuclear power plants is the focus of this thesis and is implemented by providing a new and enhanced protection scheme that provides the adequate conservatism necessary to ensure valve operation while still maintaining electrical safety and continued operational availability. The comprehensive protection scheme is designed around an advanced microprocessor relay that has the ability to simulate the thermal overload conditions of a motor operating into a destructive thermal region. The outdated and oversized nuclear manufacturing complex within the United States requires its transformation into a smaller, safe, and secure enterprise. Health and safety risks, environmental concerns, and the end of the Cold War have all contributed to this necessity. The events of September 11, 2001, emphasized the protection requirements for nuclear materials within the U.S. as well as abroad.
Current Nuclear Safeguards regulations contain minimal prescriptive requirements relating to the design of new production facilities. Project management and engineering design guides require that design documents contain specific and measureable statements relating to systems requirements. Chandra Observations Of Nuclear Outflows In The Elliptical Galaxy Ngc 4552 In The Virgo Cluster, M Machacek, Paul E. J Nulsen, C Jones, W R. Forman

We use a 54.4 ks Chandra observation to study nuclear outflow activity in NGC 4552 (M89), an elliptical galaxy in the Virgo Cluster. Chandra images in the 0.5–2 keV band show two ringlike features ∼1.7 kpc in diameter in the core of NGC 4552, as reported previously by Filho et al. We use spherically symmetric point explosion shock models to argue that the shape of the surface brightness profile across the rims of the rings and the temperature of hot gas in the rings are consistent with a Mach 1.7 shock carrying mean mechanical power Lshock ∼ 3 × 1041 …

The authors discuss the high levels of natural background radiation in Ramsar, Iran, and offer data indicating that this has had little effect on the health of Ramsar's inhabitants. The authors then examine the implications their research could have for public health policy.

Proposed waste package designs will require the addition of neutron absorbing material to prevent the possibility of a sustained chain reaction occurring in the fuel in the event of water intrusion. Due to the low corrosion rates of the fuel matrix and the Zircaloy cladding, there is a possibility that the neutron absorbing material will corrode and leak from the waste container long before the subsequent release of fuel matrix material. Risk Estimation And Expert Judgment: The Case Of Yucca Mountain, Kristin Shrader-Frechette

Professor Shrader-Frechette discusses factors responsible for acute disagreement between the federal government and Nevada citizens over potential Risks at Yucca Mountain and focuses on the use of expert judgment, concluding that some of them appear to exemplify "bad science." That aside, she argues that 1,000 year predictions cannot be made from current knowledge of geology or, e.g., institutional behavior and concludes that permanent disposal of radioactive waste is currently impossible.
