Emerging distributed-ledger networks are changing the landscape for environments of low trust among participating entities. Implementing such technologies in transportation infrastructure communications and operations would enable, in a secure fashion, decentralized collaboration among entities who do not fully trust each other. This work models a transportation records and events data collection system enabled by a Hyperledger Fabric blockchain network and simulated using a transportation environment modeling tool. A distributed vehicle records management use case is shown with the capability to detect and prevent unauthorized vehicle odometer tampering. Ramp metering is an effective management strategy, which helps to keep traffic density below the critical value, preventing breakdowns and thus maintaining the full capacity of the freeway. Warrants for ramp metering installation have been developed by a number of states around the nation. These warrants are generally simple and are based on the traffic, geometry, and safety conditions in the immediate vicinity of each ramp (local conditions). This research evaluated a mixed vehicle environment that included connected and non-connected vehicles in which connected vehicles (CV) were allowed to pay a small fee to request priority at a signalized intersection, similar to a transit signal priority system. Connected vehicles with signal priority were simulated with penetration levels ranging from 10% to 100% as well as with various priority directions (all directions, major street movements in both directions, and major street movements in the direction of highest flow) being allowed to request priority. Due to the tremendous political, economic and environmental pressures the transportation sector is facing, the United States finds itself devoting more energy to innovative solutions like electric vehicle (EV) technologies. The first objective of this study was to analyze how utilizing real-time information dissemination transferring capabilities to vehicles, as envisioned in the 'connected vehicle' system, could effectively facilitate the EV charging process at fast-charging stations. By simulating a traffic network of EVs in Matlab, it was found that the total time due to the battery charging process could be optimized for EVs that were able to use connected vehicle communications. …

According to the Indian Ministry of Urban Development, from 1981 to 2001, the population in six major Indian cities increased twofold while motor vehicles increased eightfold. Archived Data User Service (ADUS) was added to the national ITS architecture in 1999 to enable multiple uses for ITS-generated data. In Kentucky, ARTIMIS and TRIMARC are collecting volume, speed, occupancy, length-based classification, and incident data on a continuous basis. This study developed the Kentucky Archived Data Management System (ADMS) to archive and disseminate data collected by sensors in ARTIMIS and TRIMARC systems. This system is designed to be the prototype of ITS data clearinghouse in Kentucky.

This report describes the evaluation of an experimental incident detection system implemented within the Lexington / Fayette County area by the Lexington Fayette Urban County Government Department of Traffic Engineering. The incident detection system includes 5 different types of traffic monitors on 10 different locations throughout the county including interstate and limited access facilities and signalized urban arterials. The evaluation of the system was performed over a period of three months between June and August 2005. This report summarizes the implementation strategy and provides recommendations for future implementation and expansion of the system.

This research evaluates Intelligent Transportation System (ITS) implementation strategies to improve the safety of a freeway once a potential of a crash is detected. Among these strategies are Variable Speed Limit (VSL) and ramp metering. VSL are ITS devices that are commonly used to calm traffic in an attempt to relieve congestion and enhance throughput. With proper use, VSL can be more cost effective than adding more lanes. This report presents a Maintenance and Operations Plan for Intelligent Transportation Systems (ITS) in Kentucky. It was developed using substantial stakeholder input and provides recommendations and specific strategies for supporting and coordinating ITS maintenance and operations activities throughout the Kentucky Transportation Cabinet.
A literature review and national survey helped to identify other states and urban areas that had already completed work on ITS maintenance and operations. This report describes the development of Kentucky’s Statewide Intelligent Transportation Systems (ITS) Architecture. The process began with the development of an ITS Strategic Plan in 1997-2000. A Business Plan, developed in 2000-2001, translated the goals of the Strategic Plan into specific project recommendations. To develop the Statewide Architecture, the project team first inventoried all existing and planned ITS projects in the state. A project architecture was developed for each identified project, and these project architectures were then merged to form the Statewide Architecture. The purpose of the Business Plan is to define ITS projects that are planned for implementation from 2002 through 2007. This report presents a Strategic Plan for Intelligent Transportation Systems (ITS) in Kentucky. The purpose of this Strategic Plan is to offer a vision for ITS in Kentucky and to identify key goals for each functional area of ITS. Some of the fundamental elements of achieving the ITS vision are presented and discussed, including public relations and marketing, operations and maintenance, and organizational structure.
This plan serves as the foundation for development of a Statewide ITS Architecture and an ITS Business Plan, both of which are currently in progress.

This report summarizes the results of a random telephone survey of households in the Greater Cincinnati and Northern Kentucky Area. The objective was to determine awareness of the traffic management center and its telephone travel information service. A secondary objective was to determine the public's preference for dialing and recalling phone numbers for travel information. The survey found that 39% were aware of a traffic management center while 55% were aware of a telephone traffic information service. Awareness varied by work location, household characteristics and personal attributes. Some households that could potentially benefit from the service were unaware of its …

This report summarizes the results of a phone survey which evaluated the user satisfaction of the telephone traveler information service, ARTIMIS, in Cincinnati/Northern Kentucky. Information was also gathered on the users preference for a 3 versus 7 digit access number, use patterns, and user characteristics. The sample was obtained by intercepting calls to the service during Winter 1999. Users rated the service high. Common suggestions for improvements included longer hours of operation and coverage of more roads suggesting the service is valuable to its users.
