In Hawai’i Wildlife Fund v. County of Maui, the Ninth Circuit held that the plain language of the Clean Water Act provides jurisdiction over indirect discharges of pollutants from a point source into groundwater that is shown to be connected to navigable waters. The court found that studies confirmed pollutants entering the Pacific Ocean were fairly traceable to the County of Maui’s sewage disposal wells. In affirming the district court’s ruling, the Ninth Circuit held that Maui County violated the Clean Water Act by discharging pollutants into a navigable water without the required permit. The paper describes the development of a design and management plan for disposing of secondary effluent originating in the urban communities. It highlights the differences in approach that a public utility must take, versus a typical agricultural irrigation application. Costs and requirements for municipal effluent irrigation are many times greater. The complexity of regulations and agency procurement procedures relegates the actual irrigation system design to a relatively small role in the total project.

Comprehensive Analysis Of Effluent Organic Matter From Five Wastewater Treatment Plants In Connecticut And Comparison To Natural Organic Matter, Matthew L. Quaranta

Natural organic matter is an important driver of biotic and abiotic processes in aquatic environments. Wastewater treatment plants discharge a substantial amount of organic matter into the environment; however effluent organic matter has not been well studied. In this study, traditional organic geochemical techniques were applied to characterize effluent organic matter. Effluent organic matter was isolated by DAX8 (hydrophobic fraction) and XAD4 (transphilic fraction) Amberlite resins. Extraction efficiencies of effluent organic matter by DAX8 resins ranged from 18 to 42 percent as a result of larger content of hydrophilic organic matter than natural organic matter. This paper is a part of the research work on 'Integrated treatment of industrial wastes towards prevention of regional water resources contamination – INTREAT' the project. It addresses the environmental pollution problems associated with solid and liquid waste/effluents produced by sulfide ore mining and metallurgical activities in the Copper Mining and Smelting Complex Bor (RTB-BOR), Serbia. The purpose of this paper is to investigate the effectiveness of four Utah Great Basin soil types in removing particular chemical constituents and select enteric organisms from a sewage lagoon effluent. Sewage taken from the secondary oxidation pond in Logan, Utah was applied daily to lysimeters which allowed samples to be recovered at 7.6 and 38.1 centimeter soil depths. The texture of the soils was the most important physical property affecting their removal capacity. Drainage Farm soil (clay) provided the best bacteriological and overall chemical removal with Nibley (silty clay loam) second, then Draper (sandy loam) and Parleys (silty loam) …
