For the past eleven years (2011 - 2021) in Michigan, 76 percent of all fatal pedestrian crashes occurred at night. Over the same period, about 36 percent of pedestrian nighttime crashes were fatal or incapacitating (KA), while only 25 percent of daytime pedestrian crashes were fatal or incapacitating (KA). Previous studies suggest that, overall, poor neighborhoods and racial minorities are associated with more pedestrian crashes. With more fatal and incapacitating pedestrian crashes occurring at night, it is imperative to examine how these crashes are distributed by economic status and racial makeup. Introduction: General aviation largely comprises fixed-wing piston-engine light aircraft (,12,500 lbs). Unfortunately, this civil aviation sector suffers a vastly inferior safety record when compared with air carriers (60- to 80-fold higher accident rate). Additionally, such mishaps pose a considerable financial burden to both the affected family and the United States: US$1.64–4.64 billion annually. We hypothesize that this safety disparity partly reflects more stringent operational regulations for air carriers. Herein, we determined whether compliance with six selected air carrier regulations could potentially reduce general aviation accidents in degraded visibility (IMC) the majority of which are fatal. The goal of this project was to perform a comprehensive evaluation of crash causes and risk factors to identify the root causes of crashes involving bicyclists and pedestrians in San Antonio, TX. The research included the development of a database of bicycle and pedestrian crash reports in the target area, calculation of crash counts and rates, identifying road segments and intersections with highly concentrated bicycle and pedestrian crashes, and the development of effective safety countermeasures. Crashes occur every day on Utah’s roadways. Curves can be particularly dangerous as they require driver focus due to potentially unseen hazards. Often, crashes occur on curves due to poor curve geometry, a lack of warning signs, or poor surface conditions. This can create conditions in which vehicles are more prone to leave the roadway, and possibly roll over. We evaluated the effectiveness of existing turtle fences through collecting and analyzing turtle mortality data along U.S. Hwy 83, in and around Valentine National Wildlife Refuge, Nebraska, USA. We also investigated the level of connectivity for turtles provided through the culverts that were originally designed to pass water through a capture-mark-recapture experiment. While fenced valley sections had 33.1% fewer turtle observations than unfenced valley sections, the difference was not significant. However, we think that the effectiveness of the fence can be improved through fence repairs, other modifications of the fences, vegetation maintenance, and extending the length of the fences. The Midwest States Pooled Fund Program has been developing a prototype design for a non-proprietary, high-tension cable median barrier for use in a 6H:1V V-ditch. This system incorporates four evenly spaced cables, Midwest Weak Posts (MWP) spaced at 8 to 16 ft (2.4-4.9 m) intervals, and a bolted, tabbed bracket to attach three or four cables to the sides of each post. Traffic incidents cause a ripple effect of reduced travel speeds, lane changes, and the pursuit of alternative routes that results in gridlock on the immediately affected and surrounding roadways. The disruptions caused by the secondary effects significantly degrade travel time reliability, which is of great concern to the emergency planners who manage evacuations. Outcomes forecast by a generic incident model embedded in a microscopic evacuation simulation, the Real-Time Evacuation Planning Model (RtePM), were examined to quantify the change in time required for an emergency evacuation that results from traffic incidents. Cable median barrier crashes from a total of 12 states were analyzed. Crash data included scene diagrams, photographs, and field measurements, crash narratives, although the availability of data in each crash varied.

Major contributors to penetration crash propensity were identified: diving underride, in which the front end of the vehicle dropped below the bottom cable; prying, in which the vehicle profile caused cable separation or lifting; override; bouncing override, in which the vehicle rebounded after contact with the back slope and bounced over the top of the barrier; system failure, in which one component failure or design failure prevented the …

The objective of this study was to identify and analyze the occurrence of secondary crashes on roadways in Kentucky and recommend countermeasures to reduce their frequency and severity.

Results show a small percentage of crashes coded as a “Secondary Collision” were confirmed to be a secondary crash based on the definition and requirement of “a crash occurring as a result of a previous crash”. It appeared that many of those miscoded as a “Secondary Collision” were the result of misinterpretation of what constituted a secondary crash versus a secondary event. The Kentucky Transportation Cabinet’s Division of Maintenance is responsible for identifying and prioritizing locations in need of guardrail. A procedure used by the Kentucky Transportation Cabinet was originally developed by the Kentucky Transportation Center in 1989 and updated in 2002. Based on frequent usage by the Kentucky Transportation Cabinet of the guardrail location rating system database, the need was identified to update the existing database and incorporate improved reporting capabilities. The objective of this study was to evaluate the effectiveness and durability of snowplowable raised pavement markers (RPM) installed on the RPM system in Kentucky. The durability evaluation dealt with the marker housing.

The data show that continued use of the currently approved snowplowable RPM can be justified if the castings are properly installed on new pavements with a commitment that the pavement will be maintained. An evaluation of centerline rumble strips installations showed that they should be considered on rural, two-lane roads with 12-foot lane widths (having new pavements) and paved shoulders.

This study examines the safety effects of the improvements made on multi-lane arterials. The improvements were divided into two categories 1) corridor level improvements, and 2) intersection improvements. Empirical Bayes method, which is one of the most accepted approaches for conducting before-after evaluations, has been used to assess the safety effects of the improvement projects. The objective of this study was to determine the change in crash history at intersections after installation of a traffic signal. Signals installed based on the warrants from an engineering study resulted in a decrease in angle collisions with an increase in the less severe rear end collisions. At intersections where signal warrants were not met, there was a smaller decrease in angle collisions and a larger increase in rear end collisions. Red light running is one of the main contributing factors of crashes in urban areas in Florida and the United States. Nationwide, according to preliminary estimates by the Federal Highway Administration (FHWA) 2001, there were nearly 218,000 red-light running crashes at intersections. The objective of this effort was to determine if elementary and middle school students could be educated to use reflective armbands to increase their visibility to motorists while walking or bicycling to school. The number of armbands and surveys distributed totaled slightly over 7,000. Responses were received from approximately 12 percent (873) of the pre-surveys and slightly over 3 percent (119) of the post-surveys. Respondents to the survey indicated nearly 15 percent of schoolchildren receiving reflective armbands were wearing the armband “every day” or “most days”. Advance warning signals installed upstream of a high-speed signalized intersection (HSSI) warn motorists of impending signal changes in an effort to reduce the frequency of red-light running (RLR) and crashes. A new advance warning signal design was tested on an approach to an HSSI in Utah to study the effects of the modified design on motorist behavior. The new design utilized an overhead dynamic blank-out sign and flashers. By passing legislation in 2006 to mandate primary enforcement of the Kentucky state law requiring safety belt use for motor vehicle occupants, the state could expect to realize an overall savings of at least $118 million in direct medical costs over the ten-year period from 2006 to 2015. Charges to Medicaid over that period would be about $34 million less than under the current secondary enforcement model. In addition, there would be at least $67 million saved in medical costs to commercial insurers, $2.3 million to Medicare, $3.3 million to Worker’s Compensation, and $11.2 million to other sources.
