Disasters have the potential to hit any geographical location with or without warning. As such, it is desirable that transportation networks are able to withstand the adverse effect of disasters and maintain the normal functioning of all sectors of society. Resilient transportation networks are least affected by disruptions created by natural and manmade disasters and are still able function with an acceptable level of service. Such networks also have ability to return earlier from disrupted state to the normal functioning state. The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

This paper addresses automatic people matching in the dynamic setting of public transportation, such as a bus, as people enter and then at some later time exit from a doorway. Matching a person entering to the same person exiting at a later time provides accurate information about individual riders, such as how long a person is on a bus and the associated stops the person uses. At a higher level, matching exits to previous entry events provides information about the distribution of traffic flow across the whole transportation system. The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. An experimental program was established to investigate boundaries in low-velocity slug-flow pneumatic conveying. A straight horizontal pipeline of L=21m and D=60.3mm ID was set up for actual conveying trials and a simple rig was designed and built specifically to simulate the boundaries of slug-flow. After running several tests in the simulation rig with a sample of the product, the slug-flow were able to be determined with good accuracy. Combined with the theoretical correlations developed to determine pressure drop in slug-flow, reliable operating conditions can be predicted. State Departments of Transportation (DOTs) today are seeking financing alternatives so that transportation infrastructure investments can become less dependent on the amount of fuel U.S. drivers consume. Because the fuel tax is no longer viewed as a sustainable and stable option, other financing alternatives are being considered. One such alternative includes the vehicle miles traveled (VMT) fee. Examples of such VMT fee alternatives include: 1) collection using an onboard diagnostic system (OBD), 2) collection at the fuel pump using an OBD in conjunction with GPS technology, and 3) collection at a vehicle inspection station using the OBD.

The traffic network is subject to random disruptions, such as incidents, bad weather, or other drivers’ random behavior. A traveler’s route choice behavior in such a network is thus affected by the probabilities of such disruptions, his/her attitude towards risk, and real-time information on revealed traffic conditions that could potentially reduce the level of uncertainty due to the disruptions. As the road network’s performance is de-termined collectively by all travelers’ choices, it is also affected by these factors. Congestion on roadways and high level of uncertainty of traffic conditions are major considerations for trip planning. The purpose of this research is to investigate the characteristics and patterns of spatial and temporal correlations and also to detect other variables that affect correlation in a freeway setting. 5-minute speed aggregates from the Performance Measurement System (PeMS) database are obtained for two directions of an urban freeway – I-10 between Santa Monica and Los Angeles, California. This project develops a simple linear programming model of the Upper Midwest regions rail transportation network to test whether a closure of the Chicago River to freight traffic would impact the capacity constraint of the rail system. The result suggest that the rail network in the Upper Midwest regions are nowhere near approaching capacity and that a closure would have little impact on the rail network. Two noteworthy sets of commodities may be adversely affected, cereal grains and other agricultural product and gravel and crushed stone.
