Innovative incident management strategies have been sought by transportation professionals to minimize the impacts of incidents on traffic operation and safety. Some current quick clearance strategies such as 'Steer It and Clear It' legislation in South Carolina, which requires driver(s) of involved vehicle(s) in a minor incident to move vehicles promptly from the traveled roadway prior to the arrival of the first responders, can potentially reduce the duration of an incident. This study was conducted to provide a quantitative risk assessment for road transportation, railway transportation, and storage of hazardous materials in Washington County, Tennessee. A roadside survey, railroad hazardous materials survey, and a chemical inventory were conducted. It revealed an estimated 267,858 HAZMAT shipments per year on primary and secondary roadways and an estimated total of 9.4 x 109 tons of HAZMAT shipped by rail per year. There are 49 facilities that store a daily average of 33,722,700 lbs of HAZMAT. The risk of a hazardous materials incident occurring in Washington County is highest for Interstate transportation. Fatigue and drowsy driving in the state of Utah has been a causal factor in thousands of crashes over the years and poses a serious threat to public safety. Consequently, the purpose of this research was to evaluate the impact of drowsy driving in the state, to identify locations where fatigue and drowsy driving may be contributing factors to current crashes, and to identify methods to help mitigate these crashes. Appropriate access management techniques can improve the safety and efficiency of arterial roads. In order to determine which roads can most benefit by the implementation of access management techniques, a prioritization process was developed to recommend various access management treatments such as limiting access points, installing raised medians, and ensuring adequate signal spacing along corridors. To serve as the basis for the performance index, a database was created including identifying features, characteristics, and crash history for 175 arterial road segments on Utah state routes. Major seismic events during the past few decades have continued to demonstrate the destructive power of earthquakes, with failures to buildings, bridges, industrial and port facilities, as well as giving rise to great economic losses. However, in low to moderate seismicity regions, seismic resistant design is still considered complicated and expensive in terms of actual seismic risk. This is partly due to the fact that design codes do not have any special consideration for these regions; also, economic factors have not been integrated fully with the design principles. The ever increasing number of registered vehicles has resulted in, up until the present time, a parallel increase in the number of road accidents. One of the reasons for this is that the quality of the road surface has not adequately kept pace with the increased volume of traffic. The Italgrip System increases skid resistance, reduces hydroplaning risk, reduces noise, and reduces salt consumption and can be applied to asphalt, concrete, or steel surfaces. It has been applied to several roadways in Europe, particularly road sections exhibiting problem areas.

Enormous quantities of public money are spent on transportation infrastructure (TI). According to the Bureau of Transportation Statistics this infrastructure spend in the U.S. amounted to almost $90 billion in 2001. In most political spheres, when public money is spent, the public demands a measure of accountability. The dimensions of this accountability depend on the character of the political system that funds TI. In most participatory democracies, ultimate accountability is exercised through a balloting system that ensures elected officials represent, to some degree, stakeholder views and preferences. An empirical model called the Traffic Air Quality Model (TAQ) was developed from meteorological and PM2.5 measurements adjacent to the Borman Expressway in Northwest Indiana to estimate PM2.5 road emissions. It concluded that on average a 74% improvement in air quality is expected (based on reduction of mass emitted per mile [g/mi]) when the average Borman speed range is improved from < 30 mph to >50 mph. An additional 39% (on average) improvement in the PM_2.5 emissions on the Borman Expressway was found when traffic flow speeds increased from 55 mi/h to 75 mi/h.
