The Social And Economic Costs Of Employee Misclassification In Construction [Massachusetts Report], Françoise Carré, Randall Wilson

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Massachusetts construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099- Miscellaneous Income forms.”

The Effects Of Gender And Regional Dialect On Performance In Aviation Communication, Erin E. Mccollum

The purpose of this study was to analyze the performance effects of gender and regional dialect on air traffic control statement recall. Sixty-one student volunteers participated in the experiment. Thirty-one participants held a pilot’s license and 30 participants had no flight experience. Each participant listened to one CD with 60 ATC statements each representing a male and female voice and New England, Southern, and General American dialect. Participants were asked to recall exactly what they heard. If the participant could not understand what they heard, they requested a repeat. The participant’s performance was recorded to CD and analyzed. Demographic questionnaires …

The purpose of this study was to evaluate the effect of crosswind and turbulence on mental workload and pilot tracking performance. Based on previous research, it was believed that as the amount of crosswind and turbulence is increased, mental workload would increase and tracking performance would decrease. The objective was to estimate the impact that crosswind and turbulence, of varying degrees, had on performance and workload. Fifteen full time college student volunteers served as experimental participants in a simulated horizontal and vertical tracking task. Each participant flew twelve instrument approaches, experiencing a different crosswind and turbulence combination during each approach. …

Cyber Warfare is widely touted to be the next generation of warfare. As America's reliance on automated systems and information technology increases, so too does the potential vulnerability to cyber attack. Nation and non-nation states are developing the capability to wage cyber warfare. Historically, the Air Force and DoD have concentrated their efforts toward defensive network operations. However, a shift in doctrine has shown both the Air Force and DoD acknowledging the potential for Information Warfare. In this paper, we study a logistics problem arising in military transport planning. A military organization operates a large fleet of vehicles in a depot to serve the requests of various operational units. Each request has a fixed start and end time, and is served by a prescribed number of vehicles. We address the following two problems: (1) how many vehicles are at least needed to meet a given service level of requests; and (2) suppose we allow each request to shift its start time by a constant duration, call all the requests be met? Pilot Performance And Eye Movement Activity With Varying Levels Of Display Integration In A Synthetic Vision Cockpit, Julie Michele Stark

The primary goal of the present study was to investigate the effects of display integration in a simulated commercial aircraft cockpit equipped with a synthetic vision display. Combinations of display integration level (low/high), display view (synthetic vision view/traditional display), and workload (low/high) were presented to each participant. Sixteen commercial pilots flew multiple approaches under IMC conditions in a moderate fidelity fixed-base part-task simulator. Pilot performance data, visual activity, mental workload, and self-report situation awareness were measured.

Background

National Weather Service (NWS) personnel who are responsible for rating tornadoes have expressed frustrations in applying the Fujita Scale in a consistent and accurate manner. Weak links in a structural system or a slow-moving storm sometimes lead to an overrating of a tornado event. Several technical articles suggest that wind speeds associated with some descriptions of damage are too high. For example, a 260 mph wind speed is not required to completely destroy a well constructed house and blow away the debris. The damage occurs at significantly lower wind speeds. Minor et al. The latest estimates of the FAO demonstrate the problems of the fight against hunger. These problems are manifested by the ever-increasing number of chronically undernourished people worldwide. Their numbers during the 1999-2001 period were estimated at about 840 million of which 798 million live in developing countries. Sub-Saharan Africa alone represented 198 million of those. In this part of Africa the prevalence of undernourishment ranges from 5-34%, causing growth retardation and insufficient weight gain among one third of the children under five years of age and resulting in a mortality of 5-15% among these children. This paper addresses the technical requirements and implications for multichannel QAM RF modulators and upconverters and the factors that affect their proposed RF specifications. RF output power levels per channel, adjacent channel noise and broadband noise levels of such a class of multichannel modulators will be discussed. A spectral noise specification mask that is equivalent to that obtained from a combination of multiple identical masks of a standard single channel noise specifications based on power addition will be presented. Prospective memory, or memory for future intents, is an important part of everyone's daily life. Air traffic controllers whose jobs are based in an environment that taxes their memory resources for extended periods of time rely on this type of memory. Controllers objectives often change based on incoming information and the amount of traffic they are controlling. The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, the Airline Quality Rating 2004, reflects monthly Airline Quality Rating scores for 2003. AQR scores far the calendar year 2003 are based on 15 elements in four major areas that focus on airline performance aspects important to air travel consumers.
