The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, the Airline Quality Rating 2003, reflects monthly Airline Quality Rating scores for 2002. AQR scores for the calendar year 2002 are based on 15 elements that focus on airline performance areas important to air travel consumers.

An Analysis Of Multiple Layered Networks, Kevin T. Kennedy

Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). This formulation is decomposed by variable type using Benders Partitioning and solved to optimality using a Benders Partitioning algorithm. Current infrastructure …

This article examines how analytical, technological, and doctrinal developments are forcing the courts to reconsider their media-specific approach to assessing the constitutionality of media regulation. In particular, it offers a comprehensive reevaluation of the continuing validity of the Broadcast Model of regulation, which contains features, such as licensing and direct content regulation, that normally would be considered paradigmatic violations of the First Amendment. Application Of Robustness Analysis For Developing A Procedure For Better Urban Transportation Planning Decisions, Deogratias Eustace, Eugene R. Russell, E. Dean Landman

This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. The results of the robustness analysis from the case study used in this paper indicate that the method is simple to understand, easy to use, minimizes future surprises …

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

A fundamental transformation is taking place in the basic approach to regulating network industries. Policy makers are in the process of abandoning their century-old commitment to rate regulation in favor of a new regulatory approach known as access regulation. Rather than controlling the price of outputs, the new approach focuses on compelling access to and mandating the price of inputs. Unfortunately, this shift in regulatory policy has not been met with an accompanying shift in the manner in which regulatory authorities regulate prices.
