UNOAI Report 03-1
The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, the Airline Quality Rating 2003, reflects monthly Airline Quality Rating scores for 2002. AQR scores for the calendar year 2002 are based on 15 elements that focus on airline performance areas important to air travel consumers.
The Airline Quality Rating 2003 is a summary of month-by-month quality ratings for the 10 largest U.S. airlines operating during 2002. Using the Airline Quality Rating system of weighted averages and monthly …
Beyond The Big Dig, Robert Turner
Beyond The Big Dig, Robert Turner
New England Journal of Public Policy
For more than a decade, from the day that the decision was made to put Boston’s Central Artery underground, many forward-looking planners and designers have been conjuring up visions of the mile-long street-level corridor that would replace the elevated highway, reshaping the heart of downtown. By the end of 2001, the corridor had acquired a name, the Rose Kennedy Greenway, but work was far more advanced on the traffic tunnel underground than on the open space above. These precious twenty-seven acres had the potential to flower into a magnificent, vibrant urban oasis that would become known the world over. But …

An Analysis Of Multiple Layered Networks, Kevin T. Kennedy
An Analysis Of Multiple Layered Networks, Kevin T. Kennedy
Theses and Dissertations
Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). This formulation is decomposed by variable type using Benders Partitioning and solved to optimality using a Benders Partitioning algorithm. Current infrastructure …

Center for Economic Development Technical Reports
This research project, under the guidance of Dr. John Mullin and Professor Zenia Kotval, sought to study and examine Miami's fledgling furniture cluster as well as key elements of the American furniture industry. I believe that this report presents an honest unbiased "snapshot" of the American furniture industry and the City of Miami's furniture design district. All of the information contained within this report has been cited and referenced to the best of my ability.
The Rise And Demise Of The Technology-Specific Approach To The First Amendment, Christopher S. Yoo
The Rise And Demise Of The Technology-Specific Approach To The First Amendment, Christopher S. Yoo

This article examines how analytical, technological, and doctrinal developments are forcing the courts to reconsider their media-specific approach to assessing the constitutionality of media regulation. In particular, it offers a comprehensive reevaluation of the continuing validity of the Broadcast Model of regulation, which contains features, such as licensing and direct content regulation, that normally would be considered paradigmatic violations of the First Amendment. Specifically, the analysis assesses the theoretical coherence of the traditional justification for extending a lesser degree of First Amendment protection to broadcasting than to other media (i.e., the physical scarcity of the electromagnetic spectrum) as well as …

Application Of Robustness Analysis For Developing A Procedure For Better Urban Transportation Planning Decisions, Deogratias Eustace, Eugene R. Russell, E. Dean Landman
Civil and Environmental Engineering and Engineering Mechanics Faculty Publications
This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. The results of the robustness analysis from the case study used in this paper indicate that the method is simple to understand, easy to use, minimizes future surprises …

Guiding Growth: A Survey Of Tax Incentives, New England Environmental Finance Center, Muskie School Of Public Service

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.
To protect Maine’s natural resources more successfully from future …
Common Data Administration, Data Management, And Data Alignment As A Necessary Requirement For Coupling C4isr Systems And M&S Systems, Andreas Tolk
Computational Modeling & Simulation Engineering Faculty Publications
Within the application domain of military simulation systems, training and exercises as well as support to real operations require the coupling of the simulation system delivering the needed functionality with the Command, Control, Computing, Communications, Intelligence, Surveillance, and Reconnaissance (C4ISR) system providing the necessary data. The solution to this challenge is to build appropriate interfaces. Although in long term a more integrated approach will be necessary, in short and mid term, gateways and interfaces are likely to remain the standard. However, in order to succeed with the respective efforts, at least on the data level of interoperability, a common solution …

A fundamental transformation is taking place in the basic approach to regulating network industries. Policy makers are in the process of abandoning their century-old commitment to rate regulation in favor of a new regulatory approach known as access regulation. Rather than controlling the price of outputs, the new approach focuses on compelling access to and mandating the price of inputs. Unfortunately, this shift in regulatory policy has not been met with an accompanying shift in the manner in which regulatory authorities regulate prices. Specifically, policy makers have continued to base rates on either historical or replacement cost. We argue that …
