[Excerpt] "A variety of commodities, from chlorine to corn and petroleum to passengers, are transported on the lower Mississippi River regularly. Corn, wheat and coal are the most commonly carried commodities. From a human health and safety perspective, these are relatively benign products in that a vessel accident and spill of these are not directly hazardous to people, whatever other ecological disturbances may ensue. This report contains the results from the final phase of a three-phase research effort. Phase 1 of this research effort surveyed the procedures used by five aircraft manufacturers to develop maintenance documentation. Several potential human factors issues were identified in the processes used by these manufacturers to develop their maintenance manuals. The issues included the reactive rather than proactive use of user evaluations, the limited use of user input and procedure validation, no systematic attempts to track errors, and the lack of standards for measuring document quality. The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats. Their rationale was that cyber vulnerabilities posed a new, unaddressed challenge to infrastructure security. This approach was further questioned by the events of September 11, …

Our critical national infrastructure systems have become almost universally dependent upon computer-based control systems technically referred to as supervisory control and data acquisition (SCADA) systems. SCADA systems evolved from the telemetry and event-alarm systems developed in the early days of utilities. With the widespread use of SCADA systems, computers have become the "basis element" for much of our critical infrastructure. Thus, the disruption of controlling computer terminals and networks due to natural disasters, electric power failure, accidents or malicious activity can have catastrophic consequences.

Data were analyzed to determine the degree of water delivery flexibility provided to farmers and the extent of existing and planned district modernization. The accumulation of degradation factors in the downstream channels is reviewed with focus on headend/hub transmission-related noise aggregation due to a plurality of downstream Quadrature Amplitude Modulation (QAM) transmitters and upconverters. Substantial increase in the number of QAM transmitters based on frequency agile upconverters is expected. Unlike fixed channel upconverters, these do not have narrow band filters at their output, consequently imparting appreciable levels of broadband noise on the network when several such units are combined. The United States Department of Transportation and the Federal Aviation Administration's Aviation Instructors Handbook (D.O.T.) (1999) emphasizes that aviation students must maintain a healthy and positive state of mind in order to succeed at learning. Factors such as worry, lack of interest, physical discomfort, and anxiety are all listed as obstacles to a student's ability to learn successfully during flight instruction. In addition, numerous studies support the idea that a negative mood state will have a detrimental effect on learning. This study attempts to investigate the effects of an induced negative mood state on ground- based learning in student pilots.

Passenger vehicle occupant restraints are regarded as the easiest and the most effective way of reducing the number of highway fatalities. Strong vehicle occupant protection enforcement laws are regarded as the most effective way to increase seat belt use. The increase in restraint use in the United States and other countries has been largely attributed to mandatory seat belt use legislation. Many fatalities and injuries in motor vehicle crashes could be avoided if more passengers used their seat belts. Studies have shown that primary laws have been more effective in seat belt use compliance than secondary laws. Also, legislation has …

This research develops the first metaheuristic approach to the complete air crew scheduling problem. It develops the first dynamic, integrated, set-partitioning based vocabulary scheme for metaheuristic search. Since no benchmark flight schedules exist for the tanker crew scheduling problem, this research defines and develops a Java™ based flight schedule generator. The robustness of the tabu search algorithms is judged by testing them using designed experiments. An integer program is developed to calculate lower bounds for the tanker crew scheduling problem objectives and to measure the overall quality of solutions produced by the developed algorithms.

This paper discusses the practical limitations and the subtle assumptions that must be incorporated into the specifications and measurements of Aggregate Broadband Noise of CATV upconverters and digital QAM transmitters. Considerations that govern the accuracy and measurement dynamic range required for such Aggregate Broadband Noise measures are identified. Novel methods involving the separation of the Aggregate Broadband Noise measure into its composites, namely, modulated distortion noise components and other broadband noise components are discussed. This research investigated value and utility functions in multiobjective decision analysis to examine the relationship between them in a military decision making context. The impact of these differences was examined to improve implementation efficiency. The robustness of the decision model was examined with respect to the preference functions to reduce the time burden imposed on the decision maker. Data for decision making in a military context supports the distinction between value and utility functions. Relationships between value and utility functions and risk attitudes were found to be complex. Elicitation error was significantly smaller than the difference between value and utility …

The statistical properties of Composite Triple Beat (CTB) and Composite Second Order (CSO) distortion terms associated with the analog channels carried on Hybrid Fiber Coax (HFC) are presented. Both simulation and measurement results show that such distortion components falling on individual channels have amplitude Probability Density Function that is nearly Rayleigh distributed (having a Standard Deviation of 5.7 dB). It is shown that both CTB and CSO components have peak envelope power fluctuations that exceed their average (measured) power levels by more than 15 dB. The temporal statistical properties of these distortion components demonstrate peak envelope power fluctuations with characteristic …

This thesis was designed to detect the type of spatial ability most effected by auditory stimulation, as described in the Mozart effect. Previous research has shown enhancement of performance on the paper-folding and cutting subtest of the Stanford-Binet Intelligence Scale IV with failures to replicate in research using other measures. Seventy-five college students enrolled in introductory psychology classes were exposed to one of three types of auditory stimulation, followed by two measures of spatial ability.
