There exists great potential for applying operations research techniques to solve specific problems in the areas of operations, installation support, and training at the Army division level. Because of the operational tempo of today's active-duty and reserve component units, command must focus on accomplishing the daily missions. This dissertation research extends the current knowledge of feature saliency in artificial neural networks (ANN). Feature saliency measures allow for the user to rank order the features based upon the saliency, or relative importance, of the features. Selecting a parsimonious set of salient input features is crucial to the success of any ANN model. In this research, several methodologies were developed using the Signal to Noise Ratio (SNR) Feature Screening Method and its associated SNR Saliency Measure for selecting a parsimonious set of salient features to classify pilot workload in addition to air traffic controller workload. A digital manual, which is called an Interactive Electronic Technical Manual (IETM), is a package of information required for the diagnosis and maintenance of a weapon systems, optimally arranged and formatted for interactive screen presentation to the end-user. Screen printing has been the dominant method of thick film deposition because of its low cost. Many experiments in industry have been done and many models of the printing process have been developed since the 1960’s. With a growing need for denser packaging and a drive for higher pin count, screen printing has been refined to yield high resolution prints. However, fine line printing is still considered by industry to be difficult. In order to yield high resolution prints with high first pass yields and manufacturing throughput, the printing process must be controlled stringently.

Under normal machining conditions, the cutting forces are primarily due to the bulk shearing of the workpiece material in a narrow zone called the shear zone. However, under finishing conditions, when the uncut chip thickness is of the order of the cutting edge radius, a ploughing component of the forces becomes significant as compared to the shear forces. Predicting forces under these conditions requires an estimate of ploughing. A slip-line field is developed to model the ploughing components of the cutting force. The purpose of this case study was to identify the level of employee motivation at an Indonesian high-tech state-owned company. Comparisons were drawn between labor and management as well as Indonesian and Western industrial environments. The overall results provide insight into employee motivation and the potential for productivity improvement that should prove beneficial to management at state-owned and privately owned companies in Indonesia and the Pacific Rim. The study can also help Westerners appreciate culture differences and productivity challenges in this developing country.

Common uses of fuzzy logic control today are found in relatively simple applications in products. These applications only scratch the surface of the potential of fuzzy logic control in complex mechatronic systems. In order to demonstrate the utility of fuzzy logic in complex device control, a fuzzy logic fly-by-wire system has been developed for a model airplane. The model airplane is a complex system of several critical inputs that require rapid processing and action in order to maintain flight stability. In this paper the application of parametric programming to CNC machining is discussed. As one of the less frequently utilized features of CNC machines, parametric programming has the potential to increase the efficiency of CNC operations. This feature is particularly beneficial to companies with group technology manufacturing where parts with similar design or operational requirements are processed within a machine cell. Using two case studies, the capabilities of parametric programming for CNC machines are illustrated.

Caltrans began a systematic investigation into the role of air cargo in California’s goods movement, as part of the larger development effort for a statewide goods movement strategy, and funded a research project in 1997 for the Institute of Transportation Studies at U.C. Berkeley to (i) gain a broader understanding of the State’s air cargo industry and the role of air cargo in California’s goods movement, (ii) assess the importance of air cargo to the State’s economy, (iii) begin identification of issues hindering efficient air cargo movement in the State, and (iv) explore possible State roles for resolving the issues. …

Over the last two decades, our military forces have been working to incorporate the latest computer technology into the combat planning process. The earliest efforts use word processors, spreadsheets, and databases to organize planning data and to display high level summaries for commanders. Later efforts perform feasibility checks as missions are planned to insure that the necessary resources are available and that the assets requested are capable of meeting the assigned scheduling requirements. Two of Air Force Space Command's primary missions are ballistic missile warning and global navigation, accomplished by commanding and controlling Defense Support Program and Global Positioning System satellites respectively. The computerized ground control system, called the satellite command and control system (CCS) used to perform command and control of the satellites currently uses antiquated peripheral storage devices. These storage devices are critical components, but are often prone to failure, possibly resulting in adverse mission impact. This research compares two possible networking methods for connecting all Brazilian Air Force Materiel Command units responsible for support and operation of Brazilian Air Force's weapons systems. The network includes the use of dedicated X.25 links, and the use of a virtual Private Network using the Internet (TCP/IP) as the medium of transmission. The Brazilian Air Force Materiel Command, responsible to support operating units over a very large sparse territory, lacks an efficient media of computer communications, which makes it difficult to control the supply chain channels of materiel present in each unit, depots, and warehouses. The launch services that the USAF procures to carry DOD payloads into orbit are characterized by high risks and high costs. If a launch vehicle experiences a catastrophic failure, the cost of the entire launch vehicle, the launch processing, and the payload are completely lost (often in excess of 1,5 billion dollars.) Despite this enormous risk for the payload customer, and indeed the launch provider, launch success rates around the world are not much above 90 percent. The current USAF medium and heavylift launch systems are often based on technology that is 20 years old and older. Furthermore, little historical …

This study focuses on the characterization of partially sighted users' performance within a graphical user interface environment. Participants, ranging in visual abilities from fully sighted (FSU) with no visual impairments to partially sighted (PSU) with limited visual abilities, participated in computer-based search and select tasks. It is shown that visual search strategies employed by both PSU and FSU within a graphical user interface can be described by Steinberg's (1969) Additive Factor Model. In addition, selection strategies, measured by mouse movement times, are linearly related and highly correlated to the Index of Difficulty as explained by Fitts' Law. This is the …

This paper is concerned with finding two solutions of a set covering problem that have a minimum number of variables in common. We show that this problem is NP complete, even in the case where we are only interested in completely disjoint solutions. We describe three heuristic methods based on the standard greedy algorithm for set covering problems. Two of these algorithms find the solutions sequentially, while the third finds them simultaneously. A local search method for reducing the overlap of the two given solutions is then described. This method involves the solution of a reduced set covering problem. Finally, …

This “paper” describes the judging process used to determine the winners in SymBowl, a high school system dynamics modeling competition held in Portland, Oregon the past three years. SymBowl was created by Ed Gallaher, a medical researcher at the Portland VA Hospital and Associate Professor at Oregon Health Sciences University.
The judging criteria and judging process were developed by Wakeland, who has served as the judging coordinating for past three years, overseeing the process, compiling results, etc. Wakeland is an Adjunct Professor of System Science at Portland State University where he teaches graduate-level modeling and simulation classes.

Advances in communications and computer technology, as well as in human-computer interfaces, have enabled concurrent advances in Web-based education. A number of case studies concerning applications of Web-based education for both distance learning and on-campus programs have been published. Primarily, these studies have focused on individual assessments of the web-based technologies. In contrast, this paper will provide a broad based assessment of applied web-based technology for higher education. This research was conducted via a survey completed by university and college faculty from numerous 4-year institutions. In the summer of 1997, the University of Missouri-Rolla's (UMR) Engineering Management Department began offering its first completely Web-based course. This graduate level course, Advanced Production Management, was designed to utilize a combination of Web-based tools to create a conducive, yet non-traditional, learning environment for its students. The students in the course did not physically have to attend any lectures and only met for an initial and final class period. The remainder of the course was conducted exclusively via Web-based tools. A manufacturing process for an optical fiber ferrule mold insert with twelve channels has been established. This research project presents mask design, mask fabrication, deep X-ray lithography exposure, resist developing, nickel electroforming, as well as surface finishing to attain the final result. Deep X-ray mask fabrication methods are explored, including mechanically machined masks, micro-EDM masks, and E-beam written masks. The exposures to pattern resists and electroforming to fabricate nickel molds up to 500 $\mu$m thickness are reported in this study. Nickel structures for the optical fiber ferrule insert with twelve channels made by electroforming are the final products. A practical …

The evaluation, support, and management of technologically based consortia has traditionally been held in the private sector. There is a somewhat mature literature guiding innovation management (Utterback 1996; Rosenberg et al. 1994; Quinn 1997, 1992) in the private sector.
