Fiber reinforced polymer (FRP) composites have become an attractive alternative to conventional methods for external-strengthening of civil infrastructure, particularly as applied to flexural strengthening of reinforced concrete (RC) members. However, durability of the bond between FRP composite and concrete has shown degradation under some aggressive environments. Although numerous studies have been conducted on concrete members strengthened with FRP composites, most of those studies have focused on the degradation of FRP material itself, relatively few on bond behavior under repeated mechanical and environmental loading. Objective condition assessment is essential to make better decisions for safety and serviceability of existing civil infrastructure systems. This study explores the condition of an existing transit guideway system that has been in service for thirty-five years. The structural system is composed of six-span continuous prestressed concrete bridge segments. The overall transit system incorporates a number of continuous bridges which share common design details, geometries, and loading conditions. The original analysis is based on certain simplifying assumptions such as rigid behavior over supports and simplified tendon/concrete/steel plate interaction. In 1982 the Business Roundtable prepared several reports which investigated various aspects of construction which posed significant research opportunities. Their findings placed piping construction in the group of activities categorized as having "highest potential" for improvements based on inefficiency, or construction difficulty and proportionate costs. It was estimated that over $1 billion could be saved annually if the difficulty in the piping industry was improved to only average of other areas.
