Recent trends in crashes indicate a dramatic increase in both the number and share of pedestrian and bicyclist injuries and fatalities nationally and in many states. Crash frequency modeling was undertaken to identify crash prone characteristics of segments and non-signalized intersections and explore possible non-linear associations of explanatory variables with crashes. Crowdsourced “Strava” app data was used for bicycle volume, and pedestrian counts estimated from nearby signalized intersections were used as pedestrian volume. Multiple negative binomial models investigated crashes at different spatial scales to account for different levels of data availability and completeness. Recent trends indicate a dramatic increase in both the number and share of pedestrian and bicyclist injuries and fatalities nationally and in many states. This study aimed at understanding (geometric, traffic, operational, and other) factors associated with pedestrian and bicycle safety and also to assist in the prioritization and selection of countermeasures to improve pedestrian and bicycle safety at signalized intersections. Several negative binomial models were estimated to investigate factors affecting pedestrian and bicycle crash frequency. Vulnerable road users such as pedestrian and bicyclists are more likely to sustain a severe injury when they are involved in a crash with motor vehicles. Identifying the causes of crashes involving pedestrians and bicyclists is essential to reducing the number and the severity of such crashes. This thesis fills a missing piece in research on multimodal performance measures for traffic on streets and highways. The Highway Capacity Manual (HCM) published by the Transportation Research Board (TRB) provides Level of Service (LOS) methodologies which enable engineers and planners to evaluate the overall performance of roadways and highways based on the physical characteristics of facilities. This allows for the evaluation of those facilities and offers a means for recognizing issues and planning, designing, implementing, and ultimately assessing improvements. This research investigates spatial factors, that impact non-motorized exposures and crashes, and examines the relationship between exposure at signalized intersections and crash frequencies involving pedestrians and bicycles at a census tract level. The four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids are examined. After completing an extensive literature review to provide a list of required data, 92 intersections are selected from the four cities to collect pedestrian and bicyclist counts. Five-year crash records, special attractions, non-motorized facilities and transportation infrastructure data for the four cities are gathered for the four cities. This data are later mapped …
