As part of broader US foreign policy efforts the Department of Defense (DoD) increasingly conducts complex operations which focus on efforts to influence local populations. These \hearts and minds" operations often include humanitarian and development construction projects. The wider impact on US foreign policy effort from the US military's participation in projects traditionally conducted by civilian agencies is not well understood. Humanitarian projects in foreign countries are funded by the U.S. government to foster peace, prosperity, and the spread of democratic ideals around the globe. The type and scope of projects are restricted by current doctrine and funding regulations. Specifically in 2014, USAF personnel supported medical and educational construction projects/programs in the country of Belize. Within Belize, medical and educational projects were funded under the Humanitarian and Civic Assistance (HCA) program through the NEW HORIZONS exercise. Tenuous political and economic times call for increased oversight and improved results from military counterinsurgency programs in Afghanistan, programs that provide agile non-kinetic weapons, critical for commanders fighting in today's asymmetric battle space. This paper proposes a decision tool for construction projects executed under the Commanders Emergency Response Program, designed to meet the changing demands of fighting an amorphous insurgency among dynamic systems of stakeholders. The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research effort demonstrates the viability of using systems dynamics modeling techniques to simulate the establishment of public order and safety in a post-conflict reconstruction operation (Phase IV operations).
