As part of the Federal Aviation Administration (FAA) Reauthorization Act of 2018 the FAA was required by Congress to review Designated Pilot Examiner (DPE) policies and procedures. This task was delegated to the Designated Pilot Examiner Reforms Working Group (DPERWG). This Group delivered its recommendations to the FAA in June 2021, and this research study was conducted in late January of 2022 to attempt to provide additional insights to the agency prior to its required response to the DPERWG in June of 2022.

The majority of First Officers and Captains feel that Captains establish the tone of the flight deck microculture. However, the majority of these pilots also report that as First Officers, they have hesitated to share safety-pertinent data and/or experience being silenced after sharing safety data due to a psychologically unsafe flight deck. Utilizing direct feedback from industry pilots, we explore ways that Captains can create a more inclusive microculture that elicits safety voice. The rules of thumb can be found in several flight instructions or pilot's handbooks. Thus far, available rules have been presented without proof or a valid range, such as altitude or velocity ranges wherein these rules can be applied. This paper presents the background theory for a few selected rules; then, the rule is compared with a first-order approximation of the background theory. A valid range is presented by analyzing the prediction accuracy of the rule, which is defined as the relative error of the rule to the background theory. Weather is considered to be the main threat to aviation safety from the early 1900s. Despite advanced technologies available at present, the weather still poses a risk to the ever-growing aviation industry. This research gives an overview of weather-related accidents with special reference to Part 91 operation in the United States from 1982 and 2017 based on the NTSB database. The analysis shows that 14 CFR Part 91 operations experienced more accidents than Part 121 operations, and weather was a cause or a contributing factor in 35 % of fatal general aviation accidents. In this work, we investigate how flight instructors observe aviator scan patterns and assign quality to an aviator's gaze. We first establish the reliability of instructors to assign similar quality to an aviator's scan patterns, and then investigate methods to automate this quality using machine learning. In particular, we focus on the classification of gaze for aviators in a mixed-reality flight simulation. We create and evaluate two machine learning models for classifying gaze quality of aviators: a task-agnostic model and a multi-task model. General aviation rules of thumb (ROTs) for density altitude and true altitude are examined and developed. Both ROTs originate from the same basic principle of hydrostatic balance, but differ significantly in the assumptions made regarding the atmospheric temperature profile. While the ROT for DA assumes a standard atmospheric vertical temperature lapse rate, the ROT for true altitude requires information regarding the observed layer-mean temperature of the atmosphere. Since the layer-mean temperature between the aircraft and the surface is typically unknown, it must be inferred from the temperature at a single level by again assuming a linear lapse rate. The study conceptualized Safety Management System (SMS) initiative, self-efficacy, and transformational safety leadership as constructs that relates to safety behavior (measured by safety compliance and safety participation) when mediated by safety motivation using a quantitative approach. Structural equation modeling techniques was used to derive a final measurement model that fit the empirical data and was used to test the study hypotheses. Augmented Reality (AR) Technology, since its inception, has been enhanced significantly by software and hardware developers, and has been widely utilized in various fields such as manufacturing, entertainment, architecture, commerce and education.
