AFIMSC completed an MDI modernization to support better risk-based decision-making by utilizing tactical mission-owner knowledge to quantify the relationship between facilities and the missions they enable. The resulting facility-mission risk scores leave room for improvement for better use of their intended purposes due to (1) the vulnerability of cognitive biases affecting survey responses due to the use of a traditional risk matrix (2) the lack of resolution between scores from risk ties and (3) the failure to include information from the operational and strategic organizational hierarchy level. This research examines and quantifies the degree to which both information communication modality and the situational complexity affect individuals' ability to process the provided information and determine an effective strategy. Human subject testing herein consists of benign benevolent intervention involving the presentation of a series of strategic situations. For each situation, a participant attempts to identify their best response for a two-player, normal-form game with complete information. In each such game, players seek to maximize their own utility while considering their own actions, their opponent's actions, and each player's respective preferences over outcomes resulting from the possible combinations of actions. …

Far too often decision makers select concepts based on insufficient data, resulting in projects that are over-budget, over-schedule, and not what the customer wants. Research efforts have proposed a stage-gated concept maturity framework as a tool to assess and increase the maturity of concepts. This research uses multiple validation techniques to demonstrate the value this framework can provide. The objective of this research is to develop a tailorable systems engineering framework for S&T project planning, execution, assessment and transition. The purpose of this thesis is to develop a system dynamics model of leader emergence. Longitudinal social network and personality data were collected in a class of enlisted military professionals attending a 6-week leadership development course. Findings support known relationships in existing leadership research. The thesis demonstrates the applicability of system dynamics toward the complex social phenomena of leader emergence.

This report provides an assessment and recommendations for the systems engineering educational programs at the Air Force Institute of Technology (AFIT). The Air Force needs in systems engineering education are briefly summarized, followed by an analysis of the educational program at AFIT. Based on the assessment of AFIT's program, a set of recommendations are given for improving the programs and their utility to the Air Force. This thesis develops and analyzers a mathematical model for the reliability measures of a single-unit system subject to continuous wear due to its operating environment and randomly occurring shocks that inflict a random amount of damage to the unit. Assuming a Markovian operating environment and shock arrival mechanism, Laplace-Stieltjes transform expressions are obtained for the failure time distribution and all of its moments. Moreover, an analytical expression is derived for the long-run availability of the single-unit system when it is subject to an inspect-and-replace maintenance policy. Multiagent systems have received much attention in recent years due to their advantages in complex, distributed environments. Previous work at the Air Force Institute of Technology has developed a methodology for analyzing, designing, and developing multiagent systems, called Multiagent Systems Engineering (MaSE). MaSE currently does not address the information domain of the system, which is an integral part of designing proper system execution. This research extends the MaSE methodology to include the use of ontologies for information domain specification.
