Use Of Reflective Armbands To Improve Adolescent Pedestrian And Pedalcyclist Safety, Nancy Dunaway, Eric R. Green, Jerry G. Pigman, Monica L. Barrett

Kentucky Transportation Center Research Report

The objective of this effort was to determine if elementary and middle school students could be educated to use reflective armbands to increase their visibility to motorists while walking or bicycling to school. The number of armbands and surveys distributed totaled slightly over 7,000. Responses were received from approximately 12 percent (873) of the pre-surveys and slightly over 3 percent (119) of the post-surveys. Respondents to the survey indicated nearly 15 percent of schoolchildren receiving reflective armbands were wearing the armband “every day” or “most days”. Highway crashes have significant direct and indirect costs associated with them. Substantial sources of indirect costs are the congestion and delays that result from lane blockages or road closures while the crash is being investigated and the site cleared. In many cases, vehicles could be moved and roadways reopened very quickly, but this does not occur because of the need (or perceived need) to conduct a detailed investigation of the crash scene. Kentucky ’s Highway Incident Management Strategic Plan consists of a mission statement, 4 goals, 16 objectives, and 49 action strategies. The action strategies are arranged by priority and recommended time frame for implementation. When implemented, the action strategies will help Kentucky achieve its primary goals for incident management: 1) improved safety of responders, highway workers, and motorists; 2) reduced traffic delay; 3) improved motorist awareness; and 4) improved responder and highway worker preparedness.

This report documents the development and presentation of the workshop titled “Thinking Beyond the Pavement – A Workshop on Context Sensitive Design”. Work began on the workshop development in 1998 after the Kentucky Transportation Cabinet was selected as one of the pilot states to implement a training program for context sensitive design. The Kentucky Transportation Center at the University of Kentucky was selected to develop and deliver the training to state personnel and consultants who were commonly involved with project development. This analysis and evaluation was directed toward assessing safety and capacity issues on interstates in Kentucky and, particularly, the manner in which commercial vehicle traffic affects these issues. Analyses was undertaken to show past trends and project future traffic. Previous research was relied upon to show the level of safety on each of the interstates relative to statewide averages. Analyses were performed to evaluate the impact on safety when comparing segments by number of lanes available for through traffic (4, 6, and 8-lane highway sections). The objectives of the study were to examine the safety consequences from the installation of U-turns at signalized intersections in Kentucky and to develop a set of guidelines for using this alternative in the future. The literature review indicated that the use of U-turns is very effective in reducing delays as well as crash rates. The most efficient configuration is that of stop-controlled median U-turns. An analysis of the crash data shows that the U-turn design in the Kentucky locations did not result in a large number of crashes involving U-turning vehicles. The objective of this research was to examine the relationship among design speeds, operating speeds and speed limits and address safety and operational concerns regarding the presence of disparities among these speed metrics. Roadway sections were selected throughout Kentucky based on the relationship between design speed and posted speed limit (greater or lower) and on the number of lanes (2 or 4). Speed data and roadway geometry data were collected along these sites to allow for the development of the appropriate models. The objectives of this study were to develop a database of intersections, match traffic crashes to these intersections, calculate crash rates for various types of intersections, and identify intersections with the highest crash rates. A procedure was used to: a) identify intersections, b) assign crashes to these intersections, c) determine entering traffic volume, d) calculate a crash rate for each intersection, and e) calculate a critical rate factor (CRF) for each intersection.

About 7,000 intersections were identified with almost 19,000 crashes related to these intersections for the three-year period of 2000 through 2002. The analysis identified 428 intersections that had …

Traveler delay is the problem most often associated with highway crashes, but by far the most serious problem is the resulting secondary crashes that occur. Another related issue is the danger posed to response personnel serving the public at the scene of a crash. The longer a crash is in place, the longer the responders are vulnerable and exposed to injury.

The objectives of this research study were to conduct a detailed analysis of truck accidents and recommend countermeasures to reduce the number and severity of this type of accident. Police reports for fatal accidents in which a truck was involved were reviewed for the period 1994 through 1997. Each accident report was reviewed and classified into types of accidents and causative factor categories. The most common accident involved another vehicle crossing the centerline into the path of a truck. A one-quarter scale model tractor and loader were designed, fabricated, and used in an experiment to evaluate two tractor-loader configurations relative to stability using roll angle as the means of assessment. The nonconventional loader system consisted of a conventional loader attached to a steerable carrier which in turn was attached to the tractor by the front axle and drawbar of the tractor. The stabilizing axle for the non-conventional loader system was the front axle as opposed to the conventional system in which the stabilizing axle was the rear axle. The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. This report describes the installation of ten breakaway timber utility poles in Lexington, Kentucky. Installations were made by Kentucky Utilities Company personnel and monitoring has been performed by Kentucky Transportation Center investigators. Retrofit hardware is described and locations of modified poles are detailed.

Modified poles have not been struck by vehicles during the monitoring period.
