Transportation safety in Indonesia reflects its culture and modernity, but the high rate of traffic accidents indicates significant challenges. Data from IRSMS and Polda Metro Jaya reveal an increase in accidents and traffic violations, reinforcing the need for effective law enforcement. The implementation of ETLE, supported by Law No. 22 of 2009 on Road Traffic and Transportation and Law No. 19 of 2016 on Electronic Information and Transactions, is a strategic effort to improve law enforcement. Reducing speeding and aggressive driving is one of seven critical emphasis areas identified in the Vermont Highway Safety Plan, which targets reductions in major crashes on Vermont highways. Vermont towns recognize the need to discourage speeding and implement countermeasures that will bring speeds down to posted speed limits, especially in transition zones from high-speed rural highways to low-speed village streets. Vermont’s villages and towns often lack the resources and capacity needed to select and implement speeding countermeasures that will be effective and appropriate for a particular context. This thesis focuses on evaluating the appropriate speed at which vehicles should travel under different traffic conditions on freeways and its impact on crash frequency. The common belief is that the lower speed results in fewer crashes as reduced speed provides drivers with more time to react effectively and avoid collisions. However, this perspective overlooks the interplay among traffic speed, average spacing between consecutive vehicles, and the distance available for stopping a vehicle. Theoretically, reduced traffic exposure should have resulted in reduced motor vehicle crashes. However, a variety of factors may have complicated this relationship. Secondary crashes (SCs) usually occur due to congestion or other prior incidents. SCs are increasingly spotted as a significant issue in traffic operations, leading to reduced capacity, extra traffic delays, increased fuel consumption, and additional emissions. SCs have substantial impacts on traffic management resource allocation. One of the challenges in the traffic safety area of the transportation industry is to determine an adequate method for identifying SCs. The specific objectives of this study are: identification of SCs using spatiotemporal criteria and exploring the contributing risk factors to the identified SCs.

The main goal of this dissertation is to investigate the problem of distracted driving from two different perspectives. First, the identification of possible sources of distraction and their associated crash/near-crash risk. The objectives of this study were to analyze the before and after crash history and speeds on routes which have been resurfaced , inspect resurfacing projects, make recommendations to improve the resurfacing process, and determine improvements which could be made in conjunction with the resurfacing project to improve the overall safety of the roadway.

An analysis of the before and after crash data did not show a reduction in total crashes after resurfacing. There was a reduction in crashes which occurred on a wet pavement. A comparison of speeds before and after resurfacing did not find a major change in …

2001 Traffic Safety Issues Opinion Survey, Kenneth R. Agent, Jerry G. Pigman, Ronald E. Langley

Kentucky Transportation Center Research Report

As a means of determining public opinion on specific traffic safety issues, a public opinion survey was conducted. A total of 4,500 mail surveys were sent to a stratified sample of drivers selected from the drivers license file. The state was divided into three regions (based on Area Development District) to determine if opinions varied by region of the state. There were 2,097 responses received for a response rate of about 51.5 percent for eligible surveys. The margin-of-error for a sample of this size is plus or minus 2.1 percent at the 95 percent confidence level.
