This research investigated value and utility functions in multiobjective decision analysis to examine the relationship between them in a military decision making context. The impact of these differences was examined to improve implementation efficiency. The robustness of the decision model was examined with respect to the preference functions to reduce the time burden imposed on the decision maker. Data for decision making in a military context supports the distinction between value and utility functions. Relationships between value and utility functions and risk attitudes were found to be complex. Elicitation error was significantly smaller than the difference between value and utility …

In this work goal programming is used to solve a minimum cost multicommodity network flow problem with multiple goals. A single telecommunication network with multiple commodities (e.g., voice, video, data, etc.) flowing over it is analyzed. This network consists of: linear objective function, linear cost arcs, fixed capacities, specific origin-destination pairs for each commodity. A multicommodity network flow problem with goals can be successfully modeled using linear goal programming techniques. When properly modeled, network flow techniques may be employed to exploit the pure network structure of a multicommodity network flow problem with goals. This dissertation develops new methods for the modeling and analysis of social networks. Social networks describe the complex relationships of individuals and groups in multiple overlapping contexts. Influence in a social network impacts behavior and decision making in every setting in which individuals participate. This study defines a methodology for modeling and analyzing this complex behavior using a Flow-Model representation. Multiple objectives in an influencing effort targeted at a social network are modeled using Goal Programming. A group support system (GSS) uses a combination of networked personal computers, software, and human facilitation to improve the group decision-making process. Group support Systems are being used in the Air Force today in a variety of capacities and in particular by the Warner-Robins Air Logistics Center (WR-ALC) to assess acquisition risks. Prior GSS research has found that certain structural and social dimensions of GSS designs might influence whether optimal process improvements take place. This study developed a new defensive model for global voice communications. It uses a n-person, zero-sum, cooperative and non-cooperative game to optimize the coalitions revenue after the possibility of a network service provider being tampered by an adversary. This research optimized two measures of effectiveness (coalition revenue and network provider revenue) of international telecommunications coalitions by hardening network service providers and improving their respective revenue with incentives. A multi-criteria optimization problem was developed to establish the strategic competition between the coalition defender and attacker. The purpose of this study was to evaluate whether Contractor Logistics Support (CLS) is a viable alternative to Combat Logistics Support Squadrons (CLSSs) for providing F-22 Aircraft Battle Damage Repair (ABDR). Legalities, practicalities, and cost-effectiveness were key ownership concerns. United States Code, Office of Management and Budget, Department of Defense (DoD), and United States Air Force (USAF) requirements were reviewed to address legal and policy issues and whether F-22 ABDR is military essential. This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. The need for the study was precipitated by continued reductions in the military budget, consolidation of defense depots, and the reduction in the number of personnel stationed overseas. Due to the rapid evolution of technology, future digital systems may not be able to read and/or interpret the digital recordings made by older systems, even if those recordings are still in good condition. This thesis addresses the problem of maintaining long-term access to digital documents and provides a methodology for overcoming access difficulties due to technological obsolescence. A review was conducted to determine the long-term access methods that have already been suggested by other researchers. This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. An Analysis Of Air Force Acquisition Engineering Officer's Perceptions Of The Adequacy Of Their Preparation For Management, Steven E. Woodruff

The purpose of this study was to determine how much time Air Force acquisition engineers spend in performing management functions, how those engineers spend in performing management functions, how those engineers perceive their management training, and which types of training contribute the most to managerial competency. The results from surveys of 215 acquisition engineers assigned to ASCEN, Wright-Patterson AFB, OH and their supervisors revealed that engineers do indeed spend substantial amounts of time performing management functions. Slightly more than half the engineers reported spending at least 50 of an average workday performing management functions. Over 53 of engineers responding to …
