Autonomous Strike Uavs For Counterterrorism Missions: Challenges And Preliminary Solutions, Meshari Aljohani, Ravi Mukkamala, Stephan Olariu

UAVs are becoming a crucial tool in modern warfare, primarily due to their cost-effectiveness, risk reduction, and ability to perform a wider range of activities. The use of autonomous UAVs to conduct strike missions against highly valuable targets is the focus of this research. Due to developments in ledger technology, smart contracts, and machine learning, such activities formerly carried out by professionals or remotely flown UAVs are now feasible. Our study provides the first in-depth analysis of challenges and potential solutions for successful implementation of an autonomous UAV mission.

Mwirgan: Unsupervised Visible-To Mwir Image Translation With Generative Adversarial Network, Mohammad Shahab Uddin, Chiman Kwan, Jiang Li

Unsupervised image-to-image translation techniques have been used in many applications, including visible-to-Long-Wave Infrared (visible-to-LWIR) image translation, but very few papers have explored visible-to-Mid-Wave Infrared (visible-to-MWIR) image translation. In this paper, we investigated unsupervised visible-to-MWIR image translation using generative adversarial networks (GANs). We proposed a new model named MWIRGAN for visible-to-MWIR image translation in a fully unsupervised manner. We utilized a perceptual loss to leverage shape identification and location changes of the objects in the translation. The experimental results showed that MWIRGAN was capable of visible-to-MWIR image translation while preserving the object’s shape with proper enhancement in the translated images and …

This work is a review and extension of our ongoing research in human recognition analysis using multimodality motion sensor data. We review our work on hand crafted feature engineering for motion capture skeleton (MoCap) data, from the Air Force Research Lab for human gender followed by depth scan based skeleton extraction using LIDAR data from the Army Night Vision Lab for person identification. We then build on these works to demonstrate a transfer learning sensor fusion approach for using the larger MoCap and smaller LIDAR data for gender classification.

This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

Assessing threats to the air littoral, the airspace between ground forces and high-end fighters and bombers, requires a paradigm change in American military thinking about verticality. This article explores the consequences of domain convergence, specifically for the Army and Air Force’s different concepts of control. It will assist US military and policy practitioners in conceptualizing the air littoral and in thinking more vertically about the air and land domains and the challenges of domain convergence.

Using US military aid as a lever to achieve human rights reforms has proven only marginally effective. This article examines the approaches employed by the Obama and Trump administrations to US military aid to Egypt and proposes practical steps that can be taken by policymakers and the military personnel on the ground to advance US human rights values.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

With the growing number of adult and military veterans entering higher education, it is important to understand and incorporate the basics of andragogy in curriculum, course development, and the learning environment to facilitate learning and degree completion. Researchers in this S-STEM project funded by the NSF share observations of a student-faculty partnership that resulted from the development of a formal learning community. A series of targeted seminars were conducted that appear to have increased adult and military veteran engineering and technology students’ levels of connectedness and self-efficacy. Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy, which invite expert witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. This paper describes a systemic method towards standardization of a cyber weapon effectiveness and effectiveness prediction process to promote consistency and improve cyber weapon system evaluation accuracy – for both offensive and defensive postures. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm. The examination highlighted several paradigm-shifts needed to transition from purely kinetic-based processes and transition into the realm of combined kinetic and cyber weapons. The gap in the area of advanced manufacturing skilled workforce and the efforts in guiding veterans towards STEM careers are merged in the NSF funded project presented in this paper. "This work examines the premise that military engineering and geological engineering are intellectually paired and overlapped in practice to a significant extent. Geological engineering is an established, albeit young, academic discipline that enjoys wide industry and civil demand and is supported by many professional organizations. In contrast, military engineering is an ancient, empirically derived training or "OJT" program with practice-based trade-associations that has narrow government-only utility. A major rethink of NAVSEA’s shipyard contracting strategy is required to support the critical need of improving our naval fleet availability. Operational Fleet material availability is reduced when various parts of the “NAVSEA production system” operate at cross-purposes. By increasing alignment between major players (i.e., NAVSEA and the private shipyards), major improvements in delivery performance, cost, and even throughput can be realized. There are various barriers facing adult students and veterans completing engineering degrees. Many of these student’s work part- or full-time while in college. In order to help these students, enable high retention rates, and decrease time to graduation require an in-depth understanding of specific student populations, especially ones classified as underrepresented. This paper provides an initial look into the first year of a scholarship program, funded by the National Science Foundation, and student success activities designed to support high-achieving, low-income students with demonstrated financial need pursuing bachelor's degrees in engineering and engineering technology. Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. Student veterans, with their highly technical military training, may help remedy national level gaps in qualified science, technology, engineering, and mathematics (STEM) workers. Recent military education benefits and military end strength reductions have the potential to bolster the nation’s engineering technician, engineering technologist, and engineer (ETETE) workforce. Recent work by the National Science Foundation indicates that supporting veteran students towards ETETE careers involves three key tasks for educators: 1) building early awareness of ETETE pathways; 2) ensuring academic recognition for prior military work experience; and 3) providing seamless support from government agencies, academic institutions, and industry. Development Of Nuclear Underground Engineered Test Surrogates For Technical Nuclear Forensics Exploitation, Robert Boone Gilbreath

A method for formulation and production of Nuclear UnderGround Engineered Test Surrogates (NUGETS) based on notional improvised nuclear device (IND) detonations in an underground environment analogous to the Nevada National Security Site (NNSS) is presented. Extensive statistical analyses of precursory geochemical and geophysical characteristics are combined with an augmented surrogate debris cooling technique and predictive IND contributions from the ORIGEN Fallout Analysis Tool. Precursory and resultant elemental compositions, cooling curve calculations, and visual comparison of NUGETS to genuine underground debris are reported. Application of NUGETS methodology to future studies in urban, underground post-detonation technical nuclear forensic (TNF) analysis is suggested.
